TT Trump ra sắc lệnh cấm nhập cảnh mới, khác với lệnh cũ, quốc gia Iraq sẽ loại bỏ khỏi danh sách cấm nhập cảnh Mỹ. Như vậy chỉ còn 6 quốc gia là:

1- Iran
2- Sudan
3- Lybia
4- Somalia
5- Jemen
6- Syria

Những người từ quốc gia trên sẽ bị cấm nhập cảnh Mỹ trong 90 ngày tới. Những người có giấy tờ định cư và visa hợp pháp trước ngày 27 tháng 1 năm 2017 vẫn được vào Mỹ.

Ngoài ra 120 ngày tới, Mỹ sẽ không nhận bất kỳ người tị nạn nào.

Mỗi năm Mỹ sẽ chỉ nhận tối đa 50 ngàn người tị nạn.

Sắc lệnh có hiệu lực từ ngày 16 tháng 3 năm 2017.

Theo tổng thống Trump, sắc lệnh này rất cần thiết để kiểm soát an ninh và chống các cuộc khủng bố có thể diễn ra trong thời gian tới khi chiến dịch chống khủng bố nhà nước hồi giáo tự xưng IS đang vào hồi gay go khốc liệt. Quân đồng minh đang bao vây thủ phủ chính của IS là Mosul. Chính vì vậy IS sẽ có thể dùng những đòn phản kháng đường cùng như khủng bố Mỹ để nhằm chặn đứng cuộc tổng tấn công.

Sắc lệnh mới cũng không cho phép người tị nạn nhập cảnh Mỹ trong vòng 120 ngày tới (kể từ 16 tháng 3 năm 2017). Và mỗi năm Mỹ chỉ nhận tối đa 50 ngàn người tị nạn.

Khác với sắc lệnh trước đó, Iraq bị loại bỏ do Lầu Năm Góc yêu cầu. Ngoài ra sắc lệnh mới đã sửa đổi như những người có thẻ xanh định cư, giấy tờ hợp pháp có thể vào Mỹ bình thường, những người từ 6 quốc gia trên nếu có visa được cấp trước ngày 27 tháng 1 năm 2017 cũng được vào Mỹ.
