Using this same logic of not being able to speak and or write the language properly, then none of us can call ourselves VNese. Usually the uneducated CSVN, its supporters and or sympathizers takes this all inclusive position. Which version of VNese language do you want to use as a standard? The pre & post Chinese enslavement period? The Nguyen, Tran, Le and etc ... periods? The purtugese/missionary period? The French colonization period? The VNCH - post WW II to 1975 period? The uneducated post '75 & CSVN period? Go back and learn about VN hx. and its linguistic development.
