Reuters cho biết ông Carter đang trong chuyến công du châu Á thứ 2 kể từ sau khi nhậm chức hồi đầu năm 2015. Nhận lời mời của Bộ trưởng Quốc pḥng Việt Nam Phùng Quang Thanh, Bộ trưởng Quốc pḥng Mỹ Ashton Carter thăm chính thức Việt Nam từ ngày 31.5 - 2.6.
Ông Carter cho biết đă lên kế hoạch kư kết Tuyên bố Tầm nh́n chung với Đại tướng Phùng Quang Thanh, Bộ trưởng Quốc pḥng Việt Nam, vào ngày 1.6 để định hướng mở rộng mối quan hệ song phương giữa quân đội 2 nước.
“Chúng tôi cần hiện đại hóa mối quan hệ đối tác. Sau 20 năm, có thêm nhiều thứ để chúng tôi có thể cùng làm với nhau”, ông Carter phát biểu nhân chuyến thăm thành phố Hải Pḥng.
Và một phần trong nỗ lực nói trên là việc Washington sẽ viện trợ 18 triệu USD để giúp Việt Nam mua tàu tuần tra cao tốc loại Metal Shark của Mỹ, nhằm tăng cường khả năng chấp pháp trên biển.
Hải quân Mỹ và Việt Nam đang “thiết lập thói quen hợp tác” để làm việc cùng nhau, ông Carter cho hay.
Chiếc tàu tuần duyên mà Bộ trưởng quốc pḥng Mỹ ghé thăm ở Hải Pḥng chính là tàu Cảnh sát biển thuộc Vùng Cảnh sát biển 1 ở Hải Pḥng, theo TTXVN.
Đây là chiếc tàu bị tàu Trung Quốc đâm húc, tấn công bằng súng phun nước hồi năm 2014, khi tàu ta tiếp cận ngăn cản giàn khoan Hải Dương-981 mà Bắc Kinh ngang nhiên kéo vào vùng đặc quyền kinh tế của Việt Nam.

Cũng theo TTXVN, Đô đốc Nguyễn Văn Hiến, Thứ trưởng Bộ Quốc pḥng, Tư lệnh Hải quân Việt Nam đă chủ tŕ lễ đón và hội kiến ông Carter trong ngày 31.5.
Tại buổi hội kiến, hai bên đều khẳng định quan hệ quốc pḥng Việt Nam - Mỹ trên các lĩnh vực trong thời gian qua như an ninh biển, t́m kiếm cứu nạn… phù hợp với quan hệ chung giữa hai nước trên cơ sở tôn trọng độc lập, chủ quyền, toàn vẹn lănh thổ của nhau, không làm ảnh hưởng tới quan hệ với các nước khác, góp phần đảm bảo ḥa b́nh, ổn định, phát triển ở khu vực và trên thế giới.

mỹ nó dám giúp việt cộng đối phó với tàu cộng .....nhưng thằng việt cộng có dám đụng với thằng tàu cộng hay không mới quan trọng ;

China can eat Vietnam easily even one day but be vomited after that. "You read too much fake fiction from Commi books that they call history. VN today is a bunch of cowards, illiterate, stab-you-in-the-back traitors, selling-your-daughter and their-daughters-to-the-pimps-oversea for profits.
It might take a couple hundred years or so for VNmese people realize they'd have nothing to lose from Red Commi China so they'd fight bravely against China like their fathers did in the past. By that time, it's too late! Speaking VNmese language only known from few individuals oversea like California USA!

I Love those two comments up there specially the second once! CSVN luôn tung hô "sản" rằng họ có "hàng khủng" máy bay tàu nỗi tàu lặn rùm beng,nhưng cái họ không có là ...liêm sĩ và tinh thần dân tộc. Cái duy nhất để toàn dân VN hợp lực đoàn kết chống ngoại xâm và ǵn giữ chủ quyền lảnh thổ lảnh hải là ...thây đổi chế độ độc tài ngu dốt hèn nhát nhưng tham lam CS,thành một nhà nước dân chủ th́ họa may chớ không phải vài chiếc tàu dạo mát biển khơi!.

First McCain wants to supply weapons to our enemy's in the middle east. Now these are the same personal we were fighting in Afghanistan. But let them go to another country and McCain calls them freedom fighters and says lets supply them with all the weapons needed.
And when they win the country and the new leaders instantly turn against the US. They just needed our weapons to over throw a legal government already in power !
McCain also put the US troops in and against Russia ! He helped send Us troops to train and to advise other countries that want to split away from Russia. Now these and the middle eastern countries are having Civil Wars. So let them fight their own battles. The US should stay out of any and all civil wars in other countries. Period. The UN got the US involved in Bosnian civil War and we were to only be there for 4 years? That was more than 20 years ago. We need to leave Bosnia..
Now that Vietnam is a bad subject for allot of Americans. Only McCain would recommend the US start supplying Weapon to Vietnam?? Could be part of the lenient care McCain received while a so Called POW??? Why would an X POW want to supply a country that held him a prisoner want to give them modern US weapons??? That's like giving a serial killer a weapon and tell him to go have fun ! You Do Not Do It.. Heck McCain will not even address his own states (AZ) problems and issues with illegals crossing into AZ. Not to say how much dope is coming across into the US thru AZ? And yet McCain turns his head the other way ? I wonder if the cartels are paying him off ? Their has to be a reason he will not try to protect his own state and people. And why do the dummy's in AZ keep electing McCain? Maybe he has the voting machines rigged ?
If McCain wants a war he should start with the southern border line at his own state first.
And when the US southern border is firmly secured then we should maybe look at other countries? But if there having a civil war then it needs to play out to the end. Other wise you have another Bosnia !
If Vietnam wants weapons they should learn to build their own. It's that simple. And as for as them building man made islands? Well we allowed the Arabs to build what they wish? So if they want to build an island let them. But tell them if they place arms or try to control international waters Then we will bomb that island right back into the ocean. And if they push hard enough we have an excess of hydrogen bombs in stock! We can wipe out Vietnam and keep the land untouched..

Seems like the 'tools of the trade' since 1974 have changed: Countries, that back then were considered 3rd world or 'under severe economic distress' have learned, and advanced to the 21st century, after becoming major economic powers themselves. So their 'warfare' has changed to economic advantages, information technology, and extensively to tactics of 'borderline'. And they are getting better at it by the day. ( Remember- back in the Vietnam war, we wanted to 'save them from economic disaster?)
But the US seems to be stuck in their old ways, and has paid a heavy price since.
With this stuff going on why in the world would anyone caring for the US even think about TPP?
Which kind of equates to giving exactly those belligerents the keys to power in the US, and leave 'regular' US citizens shorted of their medicaid, on a few month on workman's comp, and then on the street. Wake UP!!!!

In the role of peacemaker, the United States is putting its shoulder behind an agreement ASEAN nations made among themselves 13 years ago in the DECLARATION ON THE CONDUCT OF PARTIES IN THE SOUTH CHINA SEA:
5. The Parties undertake to exercise self-restraint in the conduct of activities that would complicate or escalate disputes and affect peace and stability including, among others, refraining from action of inhabiting on the presently uninhabited islands, reefs, shoals, cays, and other features and to handle their differences in a constructive manner.
Unfortunately, however, none of the nation which signed the 2002 Declaration has honored it. And over the years China has done its best to frustrate a permanent Code of Conduct despite the express intention of the parties:
10. The Parties concerned reaffirm that the adoption of a code of conduct in the South China Sea would further promote peace and stability in the region and agree to work, on the basis of consensus, towards the eventual attainment of this objective.
ASEAN, a notoriously feckless organization, has simply failed to do its work. And China, the aspiring regional hegemon hasn't helped. So "the Marshall" has come to town to remind the citizens of their own civic responsibilities to preserve peace in the region.
Let's see China and the other ASEAN nations step up to the plate.

Maybe Sec Ash Carter forgets that he is " urging " Vietnam to stop from pursuing what they thought are good for their own national interests. In a much stronger words , he also demanded China to stop in their own reclamation works . Maybe he forgets that the cold war approach is no longer applicable now and that the USA pivot to Asia is multi-faceted, more comprehensive and totally non of the gunboat diplomacy that existed before in their part of the world. And so with Sen. McCain .

Immediately after the battle or the paracel island in 1974 (look this up if you need to), the north Vietnamese government (the same ruling government in Vietnam right now) sent letters to China recognizing Chinese ownership of these islands. Basically Vietnam gave these islands to China in 1974.
