Theo Nghị định quy định xử phạt vi phạm hành chính trong lĩnh vực giao thông đường bộ (Nghị định 34), phạt tiền từ 100.000 đến 200.000 đồng đối với một trong các hành vi vi phạm: Người điều khiển xe hoặc người ngồi trên xe bám, kéo, đẩy xe khác, vật khác, dẫn dắt súc vật, mang vác vật cồng kềnh; người ngồi trên xe đứng trên yên, giá đèo hàng hoặc ngồi trên tay lái; xếp hàng hóa trên xe vượt quá giới hạn quy định; điều khiển xe kéo theo xe khác, vật khác.

Tuy nhiên, trong khu vực nội thành của các đô thị đặc biệt, mức phạt này được nâng lên từ 300.000 đến 500.000 đồng.
