Bí thư mà bị đi cải tạo...Thường chỉ có người quân nhân lính VNCH mới bị đi cải tạo mà thường nguời miền Nam VN hay là VNCH gọi là Tù Cải Tạo...Còn bị bắt vì vượt biên ko gọi là đi cải tạo mà đi tù...Hình như trong chế độ truớc 75 ko có ai gọi là Bí Thư trong chính quyền VNCH...Bí thư và chủ tịch thì chỉ có miền Bắc VN hay chế độ CNXH của CS mới có chức Bí Thư và Chủ Tịch...
