Bất kỳ điều ǵ cũng có thể diễn ra, từ sự gián đoạn tạm thời cho đến một cuộc khủng hoảng toàn diện về hiến pháp với các chính sách cạnh tranh trong nhiệm kỳ tổng thống.

Mức độ ảnh hưởng đối với nền kinh tế và địa chính trị sẽ phụ thuộc rất nhiều vào sự nghiêm trọng của dịch bệnh, đặc biệt là quyền lực của Tổng thống Trump, theo các quan chức hiện tại và những cựu quan chức của Nhà Trắng. David Axelrod – cựu cố vấn cấp cao tại Nhà Trắng dưới thời ông Obama, cho biết: "Chúng tôi thường xuyên thực hiện các t́nh huống giả định để biết được sẽ làm ǵ khi có khủng bố tấn công hoặc chiến tranh hạt nhân, nhưng thực sự tôi không bao giờ lường trước được kịch bản Nhà Trắng sẽ đối diện với đại dịch như hiện nay."

Ian Bremmer – chủ tịch của công ty tư vấn rủi ro địa chính trị Eurasia Group, cho rằng, gần như chắc chắn thị trường chứng khoán sẽ lao dốc mạnh sau khi có tin Tổng thống nhiễm Covid-19. Tuy nhiên, ông hy vọng rằng nhà đầu tư sẽ an tâm hơn khi chứng kiến sự hồi phục của Thủ tướng Anh Boris Johnson. Dù đă chỉ định Ngoại trưởng Dominic Raab đảm nhiệm vị trí "quyền Thủ tướng" để xử lư một số vấn đề trong thời gian chữa trị, nhưng không hề có chuyển giao quyền lực. Sau đó, ông Johnson đă quay trở lại và tiếp tục hoàn thành nhiệm vụ. Bremmer nói: "Nếu ông Trump nhiễm bệnh và cách ly nhưng vẫn thường xuyên chia sẻ trên Twitter, tôi nghĩ rằng thị trường sẽ không chịu ảnh hưởng quá nặng nề."

Thậm chí trong trường hợp ông Trump quá yếu và không thể sử dụng Twitter, th́ Mỹ cũng có một quá tŕnh tạm thời từ bỏ quyền lực mà các tổng thống trước đây từng thực hiện. Theo Bản sửa đổi Hiến pháp Mỹ lần thứ 25, Tổng thống được phép trao quyền kiểm soát cho Phó Tổng thống sau đó lấy lại khi có thể. Cựu Tổng thống George W. Bush và Ronald Reagan cũng từng thực hiện việc này. Nếu ông Trump đột nhiên nhiễm bệnh hoặc bị gây mê để đặt nội khí quản, th́ Bản sửa đổi thứ 25 cũng cho phép Phó Tổng thống và Nội các thực hiện chuyển giao quyền lực.

Kịch bản u tối hơn – nhưng khó có thể xảy ra, đó là Tổng thống và Phó Tổng thống đều qua đời. Ilya Somin– giáo sư luật tại Đại học George Mason, cho biết: "Trong trường hợp này, sự kế thừa là điều rơ ràng sẽ diễn ra. Chủ tịch Hạ viện – Nancy Pelosi, sẽ tiếp quản vị trí đó."

Brian Kalt– giáo sư luật tại Đại học bang Michigan, nhận định: "T́nh huống này sẽ thực sự tồi tệ, có thể dẫn đến một cuộc khủng hoảng hiến pháp toàn diện và toà án sẽ phải nhanh chóng quyết định, bởi không có Tổng thống chỉ trong vài giờ có thể khiến cả quốc gia rơi vào ṿng nguy hiểm."


Nếu cả ông Trump và ông Pence không thể hoàn thành nhiệm vụ lănh đạo, th́ theo Đạo luật Kế nhiệm Tổng thống năm 1947, th́ bà Nancy Pelosi sẽ được bổ nhiệm vào vị trí lănh đạo đất nước. Kalt cho biết, vấn đề là Hiến pháp không đưa ra quy tŕnh chính để xác định rằng Tổng thống "không thể" thực hiện nhiệm vụ. Điều này có thể dẫn đến t́nh huống tranh chấp: bà Pelosi có thể tuyên bố là tổng thống, thậm chí ông Trump và ông Pence (hoặc luật sư của họ) vẫn cho biết họ đủ điều kiện để lănh đạo.

Điều này có thể làm tăng rủi ro cả 2 nhà lănh đạo có thể nhiễm bệnh. Sau khi thư kư báo chí của ông Pence – Katie Miller, được xác nhận dương tính với virus hôm 8/5, ông Pence đă không tham gia cuộc họp vào cuối tuần của Tổng thống Trump và các lănh đạo quân sự tại Nhà Trắng, nhưng trở lại làm việc vào ngày thứ Hai.

Trong khi đó, trong suốt cuộc khủng hoảng này, ông Trump đă không thực hiện nhiều biện pháp pḥng ngừa, dù được các chuyên gia y tế khuyến cáo. Các cố vấn cho biết ông muốn tạo ra bầu không khí b́nh thường, hy vọng rằng điều này sẽ khuyến khích người dân Mỹ ra khỏi nhà và giúp nền kinh tế hồi sinh. Chiến dịch tái tranh cử của ông có thể phụ thuộc vào yếu tố trên.

Trên thực tế, điều quan trọng hơn cả rủi ro về kinh tế, địa chính trị hoặc hiến pháp hay những kết quả xét nghiệm tại Pḥng Bầu dục, đó là rủi ro trong chiến dịch tái tranh cử của ông Trump ngày càng tăng cao, trong bối cảnh người dân Mỹ cho biết họ không tin tưởng về việc mở cửa lại nền kinh tế quá sớm. Dù nhiều bang đă dần dỡ bỏ lệnh hạn chế với các doanh nghiệp và hoạt động đông người, cuộc thăm ḍ của Pew Research Center hôm 7/5 cho thấy 68% người được hỏi cho biết mối lo ngại lớn nhất của họ là mở cửa lại nền kinh tế.

Ông Trump gần đây tiết lộ rằng ít liên lạc với Phó Tổng thống, bởi ông Pence đă tránh tiếp xúc gần với Tổng thống. Ngoài ra, ông chủ Nhà Trắng cũng cho biết đă yêu cầu tất cả nhân viên đều đeo khẩu trang để ngăn ngừa virus lây lan bên trong Cánh Tây. Dẫu vậy, những biện pháp này vẫn có hạn chế: Không hiệu quả với Tổng thống – người không có ư định đeo khẩu trang.
