Ông cũng cảnh cáo quư vị thống đốc tại các tiểu bang là họ cần phải mạnh tay đối phó với những người biểu t́nh mà ông gọi là bọn khủng bố. Nguyên văn câu ông nói là, “Quí vị phải trị bọn khủng bố, đừng để mất thời giờ; nếu quí vị không trị chúng, chúng sẽ đạp trên xác quư bạn để tiến tới, và mọi người sẽ coi quư bạn như một lũ ngốc. Quư vị phải bắt bọn khủng bố đó, phải đưa chúng ra ṭa để lănh những bản án dài hạn.”
Trump c̣n cho biết là ông đă đặt Đại Tướng Mark A. Milley -Tổng Tham Mưu Trưởng Quân Đội- vào trách nhiệm cai trị Hoa Kỳ; ông không nói là ông ban thiết quân luật, giao cho quân đội quyền giải quyết cuộc khủng hoảng đang diễn ra.Trước khi chấm dứt buổi họp, ông Trump có nói thêm là, “Thế giới đang cười vào mặt thống đốc Minnesota.”

Ông Tim Walz -thống đốc Minnesota- nói với phóng viên truyền thông, “Tôi bảo tổng thống không ai cười ai ở đây cả; chúng ta đang đau buồn, và giải pháp đặt đất nước dưới thể chế thiết quân luật cũng không đúng, v́ việc làm đó đi ngược lại lối sống của người Mỹ chúng ta.”
Việc ông Trump muốn làm -thiết quân luật- là việc giết hai con chim bằng một viên đạn - v́ thiết quân luật không chỉ giải quyết việc quần chúng xuống đường mà thôi, mà nó c̣n hoăn cuộc bầu cử tổng thống vào tháng 11 năm nay.

Hoăn bầu cử là duy tŕ ghế tổng thống cho bản thân ông, và duy tŕ t́nh trạng “đa số” cho đảng Cộng Ḥa tại Thượng Viện hiện nay. Do đó Trump cần cảm ơn người công dân Mỹ gốc Phi Châu.
