VBF - Việt Nam nổi tiếng là hạch sách khi qua cửa khẩu, mà đặc biệt lại hạch sách chính người Việt với nhau. Một người phụ nữ đă đưa ra sự so sánh rơ rệt giữa hai cửa khẩu. Một cán bộ th́ hỏi hạch sách, c̣n bên kia cán bộ ân cần hỏi thăm sức khỏe. Khi đi hay khi đến đều dễ bị hỏi đi đâu làm ǵ?

Từng là Giám đốc của Quỹ Cựu chiến binh Mỹ tại Việt Nam VVAF, bà Nguyễn Thu Thảo chia sẻ với “Xem Tây ngẫm ta” hai câu chuyện ở sân bay Nội Bài (Hà Nội) và sân bay Tullamarine (Melbourne, Úc).

Tại trạm kiểm soát xuất nhập cảnh ở sân bay Nội Bài ngày 14/9:

Cán bộ: Chị đi đâu?

Thảo: Tôi đi Úc.

Cán bộ: Chị đi Úc làm ǵ?

Thảo: Tôi đi công tác kết hợp thăm gia đ́nh. Chồng và hai con tôi là người Úc, và ở Úc.

Cán bộ: Visa của chị đâu?

Thảo: Visa Úc là visa điện tử. Đă từ lâu, họ không c̣n dán vào hộ chiếu như các nước khác nữa.

Cán bộ: …(im lặng)… (và tiếp tục kiểm tra các trang trong hộ chiếu của Thảo)

Thảo: ..(im lặng, chờ)…rồi mở iphone lấy thư của Đại sứ quán Úc về việc visa điện tử của Thảo đă được duyệt, tŕnh cho anh cán bộ.


Khu vực xuất nhập cảnh ở sân bay Nội Bài
Anh cán bộ liên lạc với cán bộ chỉ huy về “trường hợp này”. Họ trao đổi nhanh chóng, rồi cán bộ chỉ huy gật đầu, sau đó hướng dẫn anh cán bộ hoàn tất thủ tục và đóng dấu cho Thảo đi.

Đương nhiên là rất vui mừng v́ mọi việc đều tốt đẹp như mong đợi, nhưng dù sao th́ Thảo vẫn băn khoăn mấy điều rất cũ:

– Trách nhiệm ở bàn xuất cảnh của cán bộ chỉ là kiểm tra liệu công dân Việt Nam có đủ điều kiện được xuất cảnh hay không thôi chứ? Việc công dân đó đi đâu và sẽ được nhập cảnh vào nước nào là thủ tục pháp lư giữa công dân đó và nước nhập cảnh, chứ đâu phải trách nhiệm của phía Việt Nam? Việc hỏi thêm thông tin có thể là cần thiết, nhưng chắc không phải là bắt buộc?

– Việc Chính phủ Úc áp dụng visa điện tử th́ đă không c̣n mới. Người Việt đi Úc (du lịch, làm việc, định cư) cũng không ít. Tính đến tháng 10/2015, tại Úc có 28.524 sinh viên Việt Nam (con số này chỉ sau số sinh viên Việt Nam tại Mỹ một chút thôi: Tại Mỹ có 28.883 sinh viên Việt Nam). Vậy, tại sao cán bộ xuất cảnh c̣n hỏi câu hỏi rất ngây ngô rằng “Visa đi Úc của chị đâu?”. Có cần thiết không?

Cán bộ xuất nhập cảnh là những người tạo ấn tượng đầu tiên và cuối cùng với khách nước ngoài đến Việt Nam và với người Việt ra vào Việt Nam, đặc biệt là người Việt sinh sống ở nước ngoài. Do đó, việc tạo ấn tượng tốt với khách là cần thiết nếu Việt Nam thực sự muốn quảng bá h́nh ảnh người Việt Nam thân thiện và hiếu khách.

Cũng là cán bộ xuất nhập cảnh, nhưng…

Tại trạm nhập cảnh ở sân bay Tullamarine của TP Melbourne, 8h20 sáng ngày 15/9/2016:

Thảo: Xin chào!

Cán bộ: Xin chào cô. Cô có mệt không?

Thảo: Tôi khỏe, cảm ơn! À không, tôi cố gắng khỏe thôi, v́ chuyến bay qua đêm đi qua vùng thời tiết xấu, nên lắc lư nhiều, khá mệt.

Cán bộ: Nhưng mà dù sao th́ cô đă đến đây rồi, và mọi chuyện đều an toàn.

Thảo: Vâng, điều đó là quan trọng nhất.

Cán bộ: Cô đứng thẳng nào, để tôi xem cô có giống cái ảnh thẻ không nào?

Trong ṿng chưa đầy một phút, vừa nói chuyện nhẹ nhàng, thủ tục nhập cảnh cũng diễn ra nhanh chóng, nhẹ như lông hồng.

Thảo luôn có ấn tượng rất tốt về cán bộ nhập cảnh của Úc.

Theo thông tin cũ Thảo biết, trong số các quốc gia có tỉ lệ cao vi phạm về visa ở Úc, th́ Việt Nam cũng nằm trong danh sách đó. Do đó, không ngạc nhiên ǵ khi thủ tục xin visa của người Việt vào Úc rất phức tạp, và khi vào Úc th́ người cầm hộ chiếu Việt Nam cũng có thể bị xem kỹ hơn.

Để nhập cư vào Úc cũng rất khó, trong đó có một điều kiện mà chắc là Thảo không thực hiện được là: phải ở tại nước Úc liên tục ít nhất hai năm! Thế cho nên 20 năm nay, Thảo vẫn trung thành với tư cách ‘không công dân Úc’ khi đến xứ sở Chuột túi này!

hahaha hoăc thủ sẳn $5 in pennies để trong bọc ny lông, khi đưa passport rồi đưa luôn túi pennies, coi nó phản ứng sao hahahaha

hahahaha that's funny! Mấy chục năm trước, 1-2 lần đầu về th́ có bỏ 20 vào passport v́ lúc đó c̣n ngây khơ haha, 2 lần sau cùng về th́ một xu cũng không hahah, nhưng lần cuối ra tới hải quan th́ bị vặn vẹo v́ có đem về cái iphone và ipad mới cho đứa cháu, phải bấm bụng nộp 20 tiền mải lộ - lúc đầu đưa 10 đồng tụi nó nói v́ phải chia với tụi nó nên xin thêm, potay.com.vc

Gia đ́nh tôi đi nhiêu nuớc, mỗi khi qua trạm cảng sát cửa khẩu th́ cả nhà đi chung và đưa ra tất cả passport một lần, nhưng riêng ở Việt Nam th́ mỗi nguời đều phải đi riêng dù la thằng bé út chỉ có 6 tuổi, thật là không hiểu n^?i, có lẽ cảnh sát cửa khẩu VN muốn mỗi passport kẹp theo cài đó th́ phải, thằng bé 6 tuổi biết ǵ mà trả lời cảng sát cửa khẩu.
