Tổng thống Philippines Rodrigo Duterte lại một lần nữa gây chấn động sau chiến dịch cho bắn tội phạm ma túy, lần này ông cho phép công dân nước này bắn bất kỳ quan chức nào nhận hối lộ và cam kết sẽ không truy tố.

Theo Manilla Bulletin, Tổng thống Duterte ngày 12/9 tuyên bố ông cho phép người dân Philippines bắn bất kỳ quan chức nào mà họ chứng kiến nhận hối lộ. Tuy nhiên, họ không được phép bắn chết.

“Nếu bạn đi đóng thuế, lệ phí hay nhận chứng chỉ, mà các quan chức đ̣i hối lộ, hăy bắn họ. Nếu bạn có vũ khí, bạn có thể bắn họ, nhưng không được giết họ, v́ nếu bị xét xử, bạn có thể không được tha tội”, Tổng thống Duterte nói.

Theo Tổng thống Duterte, những người làm theo chỉ đạo của ông sẽ không bị bỏ tù, mà chỉ chịu h́nh phạt ngoài cơ thể. Nhà lănh đạo Philippines nói rằng tham nhũng đă trở thành vấn nạn tràn lan tại đất nước của ông.

Kể từ khi lên nhậm chức năm 2016, ông Duterte đă đưa ra nhiều phát ngôn và chỉ đạo cứng rắn, trong đó có chiến dịch bài trừ tham nhũng và chống ma túy tại Philippines. Liên Hợp Quốc, các tổ chức nhân quyền và nhiều quốc gia đă lên tiếng phản đối cuộc chiến chống ma túy đẫm máu này.

Tính đến tháng 1/2019, khoảng 5.000 người đă thiệt mạng trong cuộc chiến chống ma túy tại Philippines. Trong khi đó, các nhóm nhân quyền ước tính con số thực tế có thể cao hơn gấp đôi.
