(Đạo Luật Cắt Giảm Thuế và Tăng Việc Làm năm 2017 – the Tax Cuts and Jobs Acts) là một trường hợp điển h́nh về cách thức mà các nhà lập pháp theo đảng Cộng Ḥa thâu tóm tiền của, làm giàu một cách trắng trợn và hợp pháp.

Khi giá cổ phiếu Apple đạt ở mức cao kỷ lục vào tháng 10 năm 2018, không mấy người dân Hoa Kỳ biết được rằng, có tới 43 vị cầm cân nẩy mực ở Quốc Hội Hoa Kỳ thuộc đảng Cộng Ḥa nằm trong số những người làm chủ nhiều cổ phần của công ty này. Chia trung b́nh ra th́ mỗi người trong số 43 đó, làm chủ số cổ phiếu có giá trị hơn 1.5 triệu đô la.

Kết quả tạo ra hiệu ứng Thúc Đẩy Giá Cổ Phiếu trên mọi lănh vực ở Thị Trường Chứng Khoán, trong đó có Apple.

Tuy nhiên, một số các nhà lập pháp ở Quốc Hội Hoa Kỳ theo đảng Dân Chủ cũng được hưởng ké từ đạo luật thuế này, mặc dù không có bất kỳ ai trong số họ bỏ phiếu cho cái Tax Cut đó. Trong số 243 Dân Biểu ở Hạ Viện thuộc đảng Cộng Ḥa vào thời điểm mà luật thuế này thông qua, chỉ có 12 người từ chối bỏ phiếu thuận cho cái Tax Cuts này.


When the price of Apple stock hit a then-record high in October 2018, among the shareholders counting their gains were 43 Republicans in Congress, who collectively owned as much as $1.5 million worth of the tech giant’s shares. Apple’s stock jumped 37 percent in its run-up to that record. Several variables were behind the climb, including higher-than-expected earnings.

But congressional Republicans themselves had a hand in the spike, stock analysts say. Legislation they championed — the 2017 Tax Cuts and Jobs Act — doled out nearly $150 billion in corporate tax savings in 2018 alone. One effect: a big boost in stock prices.

Lư do ra sao? Một điều có thể thấy đó là sự quốc tế hoá và b́nh hoá quan hệ với các nước như Trung Cộng và Việt Cộng. Dưới thời Tổng Thống Clinton được đẩy mạnh về entrepreneur và outsourcing. Thừa hưởng chính sách mọi mới bắt đầu của Clinton cho giấc mơ Mỹ, ai cũng mua được nhà. V́ thế xảy ra t́nh trạng bong bóng nhà cửa, trái phiếu xuống giá bị Trung Cộng thu mua và trở thành kẻ nắm trái phiếu của Mỹ nhiều nhất, vượt qua Nhật Bản. Đó cũng là lư do mọi người hay nói Mỹ thiếu nợ Trung Cộng nhiều nhất, nhưng thực tế đó là nợ không bảo đảm

Qua thời Tổng Thống Obama, v́ cứu giúp kinh tế đang lao dốc do ảnh hưởng từ thời Clinton và Bush về outsourcing, chiến tranh phi nghĩ tại Iraq, và bể bong bóng nhà cửa, thuế phải được tăng lên, và không mua lại nợ của Ngân Hàng khi giúp người không có income mà mua nhà. Ngân hàng không thể làm ra tiền về cho vây, người dân mất việc v́ khủng hoảng khi các hăng làm ăn chạy ra nước ngoài. Thuế lại một lần nữa đánh mạnh hơn trên đầu người đi làm, nhưng corporations lại trốn được thuế khi outsourcing, để có thể bao luôn bảo hiểu cho mọi người.

Qua thời Tổng Thống Trump, ba năm đầu kinh tế hồi phục, lư do đơn giản, nhà đầu tư tin tưởng và hy vọng họ không đóng thuế nhiều. Khi tạo được tin tưởng qua các vụ lên tiếng chống Trung Cộng và Trade War để an tâm giới đầu tư về tiền sẽ được lấy lại từ phía Trung Cộng.
Một phần đă đúng khi Trung Cộng lúc nào cũng phải lên báo để chửi Mỹ về chiến tranh thương mại không hợp pháp. Đó làm cho giới đầu tư tin tưởng hơn nên cổ phiếu tăng mạnh.
Cái pháp thuật đó có thể c̣n tốt trong năm 2020 này không th́ tui nghĩ sẽ không bằng khi kư kết phrase 1 với TC. Nhưng trời giúp TT Trump trong giai đoạn này, v́ TC bị dịch Corona, nên ḷng tin của giới đầu tư lại không theo TC.

Về phần thuế, đúng là luật thuế mới đă thấp xuống cho mọi người, không chỉ có corp. Tui đi làm mỗi tháng paycheck nhiều hơn một chút, nhưng thuế tiểu bang và mortgage tax lăi tăng lên do local tax.

Tăng thuế và giảm thuế đều có lợi tuỳ thuộc vào thời đó. Tăn thuế th́ chính phủ có thêm tiền để kích thích tăng trưởng. Giảm thuế th́ người mua sắm sẽ có thêm tiền để kích thích giao dịch.
