USDA dự báo, năm nay kim ngạch nhập khẩu nông sản Mỹ của Trung Quốc có thể đạt 31,5 tỷ USD, tức cứ 5 USD Mỹ thu về th́ Trung Quốc góp 1 USD.

Trong một hội thảo trực tuyến mới đây, ông Bộ tưởng tự tin thị trường nông sản Mỹ đang có dấu hiệu tích cực, giá nông sản duy tŕ ở mức cao hợp lư nhờ sự xuất hiện đều đặn của khách mua Trung Quốc. T́nh h́nh giá tốt đến mức, “tạm thời chưa cần một quyết định trợ giúp thương mại - tài chính nào thêm”, ông Vilsack chắc nịch.

Trung Quốc là nhà nhập khẩu nông sản lớn nhất thế giới trong khi Mỹ là nước xuất khẩu hàng đầu. Hai nước vẫn chưa thoát ra khỏi cuộc chiến thương mại bắt đầu từ thời Tổng thống Donald Trump năm 2018 nhằm ép Trung Quốc thực hiện chính sách thương mại công bằng (với Mỹ).


Ông Vilsack là tân Bộ trưởng trong chính quyền của Tổng thống Joe Biden và vẫn trong giai đoạn định vị lại chính sách với Trung Quốc. Sau cuộc gặp cấp cao đầu tiên giữa hai nước cuối tháng trước, Ngoại trưởng Mỹ Antony Blinken thừa nhận “c̣n bất đồng cơ bản ở một số lĩnh vực”.

Không khí lạc quan đang phổ biến ở hầu khắp các trang trại Mỹ, khi lưu chuyển hàng hóa thuận lợi kéo dài từ mùa hè năm ngoái. Họ đang có kế hoạch mở rộng diện tích trồng ngô và đậu tương thêm 5% vào vụ xuân này, so với 173,9 triệu mẫu Anh vào năm 2020.

Dù cho Trung Quốc vẫn chưa hoàn tất “giai đoạn 1” về cam kết mua một lượng lớn nông sản Mỹ, “sự thật là họ cần chúng tôi”, Bộ trưởng Nông nghiệp Tom Vilsack nói.


Theo dự báo của Bộ Nông nghiệp Mỹ (USDA), đến hết năm nay Trung Quốc sẽ trở lại là khách hàng số 1 mua nông sản Mỹ. Riêng trong tuần có cuộc gặp cấp cao nói trên ở bang Alaska, Trung Quốc đă mua lượng hàng ngô Mỹ trị giá 850 triệu USD.

“Rơ ràng là mối quan hệ thương mại giữa hai nước quan trọng với nền nông nghiệp Mỹ, và thực tế là họ cần chúng ta. Họ có thể không thích điều đó. Họ không muốn thừa nhận điều đó, nhưng họ không thể trồng trọt đủ để nuôi sống người dân của họ, t́nh h́nh khác với chúng ta. Vả lại, họ cần phải nhập khẩu từ các nguồn nhưng không thể không tính đến Mỹ. Tôi nghĩ c̣n nhiều việc phải làm, về mối quan hệ này”, ông Vilsack tuôn một tràng nhận định.

Tỷ phần hàng nông sản Mỹ trong tổng gói nhập khẩu của Trung Quốc hiện chiếm khoảng 15%, giảm từ mức 25% so với khi thương chiến được khơi mào, ông Vilsack nói. “Chúng tôi có trách nhiệm thúc giục họ thực hiện trách nhiệm như đă thống nhất ở giai đoạn 1”.

Theo số liệu 2 tháng đầu năm, Trung Quốc đă nhập nông sản, thực phẩm và thủy sản từ Mỹ trị giá 8,7 tỷ USD, chỉ chiếm 77% kim ngạch cần thiết cho cùng chu kỳ để đạt tổng kim ngạch mục tiêu 43,6 tỷ USD cho cả năm 2021. Năm 2020, kim ngạch nhập khẩu nông sản Mỹ nói chung của Trung Quốc đạt 36,6 tỷ USD, chỉ bằng 2/3 mức cam kết. Theo dự báo của USDA, năm nay kim ngạch nhập khẩu nông sản Mỹ của Trung Quốc chỉ có thể đạt 31,5 tỷ USD, tức cứ 5 USD hàng nông sản xuất khẩu của Mỹ th́ Trung Quốc góp 1 USD.

According to the data of the first 2 months of the year, China imported agricultural products, food and seafood from the US worth USD 8.7 billion, accounting for only 77% of the turnover needed for the same period to reach the total target turnover of 43. , 6 billion USD for the whole year 2021. In 2020, China's import turnover of US agricultural products in general will reach 36.6 billion USD, only equal to 2/3 of the committed rate.
