Tổng thống Donald Trump trưng ra một sắc lệnh hành pháp ông vừa kí về Medicare tại khu dân cư The Villages, tieu bang Florida, ngày 3 tháng 10, 2019.



Tổng thống Donald Trump vượt xa Tổng thống Barack Obama về số lượng sắc lệnh hành pháp được ban hành tính tới thời điểm này trong nhiệm quyền tổng thống của họ, AP đưa tin, dù cách đây không lâu ông Trump từng dè bỉu các sắc lệnh của người tiền nhiệm.

Ông Trump đă ban hành 130 sắc lệnh hành pháp so với 108 của ông Obama trong ba năm đầu tiên làm tổng thống, theo kiểm đếm của AP.

Hăng tin này cho biết Nhà Trắng từ chối b́nh luận về việc ông Trump sử dụng sắc lệnh hành pháp. Ông đă vượt qua tổng số sắc lệnh hành pháp năm thứ ba của ông Obama khi, trong hai tuần qua, ông ban hành năm sắc lệnh liên quan đến Medicare, sự minh bạch của chính phủ, chi tiêu liên bang và áp đặt các chế tài nhắm vào các quan chức Thổ Nhĩ Kỳ.

Một sắc lệnh hành pháp có thể có tác dụng tương tự như luật liên bang - nhưng tác động của nó có thể mang tính tạm thời. Quốc hội có thể thông qua một đạo luật mới đè lên sắc lệnh hành pháp và các tổng thống trong tương lai có thể đảo ngược chúng.

Chỉ trích ông Obama vào năm 2012, ông Trump tweet: “Tại sao @barackObama liên tục ban hành các sắc lệnh hành pháp tiếm quyền hành lớn như vậy?
