Tổng thống Mỹ Donald Trump đă chọn đối đầu trực diện với Quốc Hội, khiến chiến lược này đầy rủi ro cho ông Donald Trump, sau khi ông từ chối hợp tác trong cuộc điều tra nhằm khởi động thủ tục truất phế ông, hơn nữa Nhà Trắng cũng tuyên bố sẽ không hợp tác với cuộc điều tra luận tội mà họ coi là “bất hợp pháp” do đảng Dân chủ khởi xướng.

Các nghị sĩ Dân Chủ hiện đang điều tra để xác định tổng thống Trump đă gây áp lực đến mức độ nào đối với tổng thống Ukraina Volodymyr Zelensky trong một cuộc điện đàm để lănh đạo Ukraina t́m những thông tin bất lợi cho cựu phó tổng thống Joe Biden, nhân vật có thể sẽ là đối thủ của ông Trump trong cuộc bầu cử tổng thống năm 2020. Phe Dân Chủ nghi là tổng thống Trump đă lạm dụng quyền hành vào mục đích tranh cử, rồi sau đó t́m cách bưng bít vụ việc.

Nhưng đối với Nhà Trắng, cuộc điều tra về vụ Ukraina là hoàn toàn thiên vị và không chính đáng, và đó là lư do chủ yếu khiến tổng thống Trump từ chối hợp tác trong cuộc điều tra này. Lănh đạo phe đa số Cộng Ḥa ở Thượng Viện, Mitch McConnell đă công khai ủng hộ chiến lược của tổng thống Trump đối đầu với Quốc Hội. Ông cho rằng Hạ Viện « đă không tuân thủ những thủ tục căn bản như đối với các vị tổng thống khác ».

Vấn đề là, theo phe Dân Chủ, cản trở Quốc Hội điều tra có thể bị xem là một hành vi cản trở pháp luật, và họ nhắc lại đây đă là một trong ba lư do để Quốc Hội Mỹ tiến hành truất phế tổng thống Richard Nixon năm 1974 trước khi ông từ chức.

Không chỉ từ chối hợp tác trong cuộc điều tra, Nhà Trắng hôm qua c̣n ngăn cản đại sứ Mỹ bên cạnh Liên Hiệp Châu Âu Gordon Sondland ra điều trần trước các nghị sĩ Hạ Viện. Đại sứ Sondland, nguyên là một nhà doanh nghiệp thân cận với tổng thống Trump, được xem là một nhân vật chủ chốt trong vụ Ukraina, cho nên lănh đạo các ủy ban đặc trách điều tra đă rất bất b́nh, cho rằng một lần nữa Nhà Trắng đang t́m cách cản trở cuộc điều tra. Không chịu thua, lănh đạo các ủy ban này đă ra lệnh cho ông Sondland phải ra điều trần ngày 16/10 tới và đệ tŕnh những tài liệu mà bộ Ngoại Giao Mỹ đă từ chối cung cấp.

Cuộc đối đầu sẽ không dừng ở đó, v́ nghị sĩ Cộng Ḥa Lindsey Graham, một đồng minh lớn của tổng thống Trump ở Thượng Viện, hôm qua thông báo sẽ mời luật sư riêng của ông Trump, Rudy Giuliani, ra điều trần về nghi án tham nhũng ở Ukraina có liên quan đến ông Joe Biden.

Chưa biết chiến lược của Nhà Trắng đối đầu trực diện với Hạ Viện sẽ đi đến đâu, nhưng trước mắt đă có chuyển biến trong công luận Mỹ theo hướng ủng hộ thủ tục truất phế tổng thống Trump. Vào ngày mà phe dân chủ khởi động thủ tục truất phế, tức là ngày 24/09, chỉ có 38,7% số người được hỏi cho biết họ ủng hộ việc truất phế tổng thống Trump, theo mức trung b́nh được trang mạng FiveThirtyEight tính toán. Nhưng chỉ sau hai tuần, xu hướng đă đảo ngược, v́ theo kết quả thăm ḍ ngày 08/10, có đến 50,1% ủng hộ việc truất phế tổng thống Trump.

Khả năng đẩy ông Trump khỏi Nhà Trắng hiện vẫn là một viễn cảnh xa vời, nếu không muốn nói là không thể xảy ra. Nhưng rơ ràng mà vụ Ukraina đang làm sứt mẻ thêm uy tín của tổng thống Trump. Ấy là chưa kể những phát biểu tiền hậu bất nhất về việc rút quân khỏi Syria, bỏ rơi người Kurdistan khiến người ta càng bớt tin tưởng vào khả năng của ông Trump trong vai tṛ lănh đạo cường quốc số một thế giới.
