Ngày 27/12 (sáng 28/12 theo giờ Việt Nam), Tổng thống Mỹ Donald Trump đă kư ban hành gói cứu trợ đại dịch COVID-19 trị giá 900 tỷ USD, qua đó giúp tránh nguy cơ chính phủ phải đóng cửa v́ hết ngân sách và khép lại cuộc tranh căi kéo dài mấy tháng qua tại Washington D.C liên quan tới vấn đề này.Theo tuyên bố của giới chức Nhà Trắng được các hăng truyền thông Mỹ dẫn lại lời, Tổng thống Trump đă kư thành luật gói cứu trợ đại dịch COVID-19 trị giá hơn 892 tỷ USD, song song với một dự luật ngân sách thường niên ngay trước thời hạn chót vào đêm 27/12, qua đó tránh nguy cơ chính phủ Mỹ phải đóng cửa.

Nhiều tuần qua, Tổng thống Trump đă công khai bày tỏ sự không hài ḷng với các nội dung của gói cứu trợ.

Ngày 21/12, với 92 phiếu thuận và 6 phiếu chống, Thượng viện Mỹ đă thông qua gói cứu trợ kinh tế trị giá hơn 892 tỷ USD nhằm tạo động lực cho hàng triệu người dân Mỹ và các doanh nghiệp vốn bị ảnh hưởng nặng nề do đại dịch COVID-19, đồng thời cung cấp khoản ngân sách 1.400 tỷ USD cho hoạt động của chính phủ liên bang cho đến tháng 9/2021. Tổng giá trị của hai dự luật chi ngân sách này vào khoảng 2.300 tỷ USD

Trước đó cùng ngày, gói cứu trợ này đă được Hạ viện Mỹ thông qua với 359 phiếu thuận và 53 phiếu chống. Sự ủng hộ của quốc hội lưỡng viện đối với gói cứu trợ trên mở đường cho việc văn kiện này được tŕnh lên Tổng thống Trump để kư ban hành thành luật. Như vậy, sau nhiều tháng đàm phán căng thẳng, đảng Cộng ḥa và đảng Dân chủ đă tạm khép lại mâu thuẫn liên quan đến gói cứu trợ mới COVID-19.

Gói kích thích nền kinh tế trên là một phần trong dự luật ngân sách bao trùm với tổng giá trị 2.300 tỷ USD nhằm tài trợ cho các cơ quan của chính phủ hoạt động cho hết năm tài chính 2021, cũng như hỗ trợ cho nền kinh tế đang phải chịu tác động nặng nề của đại dịch COVID-19.

Theo dự luật, mỗi người dân Mỹ với thu nhập dưới 75.000 USD/năm hoặc các cặp vợ chồng có thu nhập dưới 150.000 USD/năm sẽ được hỗ trợ 600 USD/người. Ngoài ra, mỗi thành viên phụ thuộc dưới 18 tuổi trong cùng một hộ gia đ́nh cũng được nhận 600 USD. Những người có thu nhập từ 99.000 USD/năm trở lên sẽ không được nhận trợ cấp.

Dự luật cũng gia hạn bảo hiểm thất nghiệp và bảo hiểm thất nghiệp liên bang với mức trợ cấp 300 USD/người/ tuần; cấp hơn 284 tỷ USD tiền cho vay đối với các doanh nghiệp đang gặp khó khăn trong việc trả tiền thuê nhà và nhân công; chi 69 tỷ USD cho quỹ phân phối và xét nghiệm vaccine và chi 82 tỷ USD tài trợ cho các trường cao đẳng và trường học.

Hai dự luật này đă được lưỡng viện Quốc hội Mỹ thông qua sau khi các nhà đàm phán đạt được thỏa thuận đáp ứng một số ưu tiên của các nghị sĩ đảng Dân chủ cũng như các điều khoản mục tiêu mà các nghị sĩ đảng Cộng ḥa tại Thượng viện đưa ra. Đây là thỏa thuận với những dự luật chi tiêu lớn nhất sau Đạo luật Cứu trợ, Hỗ trợ và An ninh kinh tế (CARES) trị giá 2.200 tỷ USD được phê chuẩn vào cuối tháng 3/2020.

Mặc dù hoan nghênh gói cứu trợ, nhưng nhiều nhóm vận động trong Quốc hội cho rằng khoản tiền trên không đủ để giúp đỡ những người Mỹ đang phải vật lộn với những khó khăn trong nhiều tháng. Các nhóm trên kêu gọi Tổng thống đắc cử Joe Biden có thêm chính sách hỗ trợ khi ông chính thức bước vào Nhà Trắng. Về phần ḿnh, ông Biden tuyên bố sẽ yêu cầu Quốc hội thông qua thêm một gói cứu trợ nữa sau khi ông nhậm chức đầu năm tới.
