Trên bài viết đánh giá thành tựu của Tổng thống Trump sau 21 tháng cầm quyền của tác giả Chuck DeVore trên tờ Forbes gần đây có sự so sánh những việc đă làm được của ông Trump với người tiền nhiệm, cựu Tổng thống Obama, trên phương diện kinh tế và giảm thiểu tỷ lệ thất nghiệp.



Theo ông DeVore, cuộc Đại suy thoái kinh tế thế giới chính thức kết thúc vào tháng 6/2009, thời điểm đánh dấu 6 tháng nắm quyền tổng thống ở nhiệm kỳ đầu tiên của ông Obama. Sau đó, nền kinh tế Hoa Kỳ tiếp tục suy giảm cho đến tháng 3/2010. Nền kinh tế Mỹ đặc biệt khó khăn với gần 2,3 triệu người mất việc làm trong khoảng thời gian từ 1/2008 cho tới 3/2010.

Trong khoảng thời gian từ tháng 3/2010 cho đến tháng 1/2017 – thời điểm ông Obama bàn giao lại nhiệm sở cho tổng thống Trump, số người thất nghiệp t́m được việc làm trong lĩnh vực phi nông nghiệp tăng gần 12% theo mùa.

Trong 21 tháng ông Trump nắm quyền tổng thống, số người Mỹ thất nghiệp có việc làm chỉ tăng 7,7%. Nhưng theo cây viết, cũng là một cựu nghị sỹ của bang California DeVore, điều này lại là chuyện phi thường.

Trong một bài phát biểu vào tháng 6/2016, thời điểm ông bà Hilary và ông Trump đang chạy nước rút vào Nhà Trắng, Tổng thống Obama đă khẳng định một cách mạnh mẽ rằng nhiều việc làm “sẽ không bao giờ trở lại”. Trong bài phát biểu này, ông Obama chế nhạo ông Trump, nói rằng ứng viên tổng thống của đảng Cộng ḥa cần một “cây đũa thần” mới có thể tạo thêm được việc làm cho người dân.

Vài tháng sau, khi những người ủng hộ đảng Dân chủ vẫn chưa hết sốc với chiến thắng của ông Donald Trump trước bà Hillary, chuyên gia kinh tế thường cộng tác với tờ New York Times, ông Paul Krugman viết trên Twitter vào ngày 25/11/2016: “Không có chính sách nào có thể khôi phục trở lại việc làm cho số người bị thất nghiệp. Ngành dịch vụ là hi vọng có thể tạo thêm việc làm mới, nhưng không ai muốn nghe [về t́nh trạng tồi tệ của nó]”.

Tuy nhiên, điều trớ trêu nhất đối với những người ủng hộ phe Dân chủ đă xảy ra, những chính sách của ông Trump đă kích thích sự hồi sinh của nền sản xuất.

Trong 21 tháng cầm quyền đầu tiên của Tổng thống Trump, số lượng việc làm thuộc lĩnh vực phi nông nghiệp tăng 2,6% theo mùa. Trong cùng khoảng thời gian này, số lượng việc làm trong lĩnh vực sản xuất tăng 3,1%, ngược lại với xu hướng dưới thời Obama khi tổng số việc làm tăng nhanh hơn so với số việc làm trong lĩnh vực sản xuất.

So sánh 21 tháng cuối cùng của chính quyền Obama với 21 tháng đầu tiên của chính quyền Trump, có thể thấy dưới thời Trump, số lượng việc làm trong các ngành sản xuất đă tăng gấp 10 lần.

Ông DeVore nhận định, có 3 động lực chính giúp thúc đẩy số việc làm dưới thời Trump tăng ấn tượng.

Thứ nhất, 8 năm nước Mỹ nằm trong tay chính quyền Obama là khoảng thời gian Hoa Kỳ phải chịu chồng chất các quy định, từ các quy định đối với lao động, đến các quy định trong kế hoạch năng lượng sạch để phục vụ cho chính sách ObamaCare. Điều đó đă ḱm hăm sự phát triển của ngành công nghiệp. Các lănh đạo doanh nghiệp bị dồn vào thế “pḥng thủ”, không dám đầu tư mở rộng sản xuất v́ lo sợ chính sách của chính phủ Mỹ có thể thay đổi bất cứ lúc nào, khiến lợi tức đầu tư của họ gặp rủi ro.

Thứ hai, chính sách Phi điều tiết của Tổng thống Trump đă vượt quá sự mong đợi, các quy định bất hợp lư dưới thời Obama nhanh chóng bị loại bỏ với nhịp độ nhanh hơn cả dưới thời Tổng thống Ronald Reagan cách đây 36 năm, tạo ra một hành lang thông thoáng cho doanh nghiệp.

Thứ ba, với một nghị viện nơi các đảng viên Cộng ḥa chiếm đa số, Tổng thống Trump có thể hiện thực hóa chính sách thuế của ḿnh, thuế kinh doanh được cắt giảm đáng kể đă kích thích các doanh nghiệp mở rộng đầu tư sản xuất. Thêm nữa, với sự thay đổi chính sách đối với các khoản lợi nhận từ đầu tư nước ngoài của các doanh nghiệp Mỹ, chính quyền Trump đă “hồi hương” được 300 tỷ đô la trong quư I/2018, trong số 1 ngh́n tỷ đô la mà các doanh nghiệp Mỹ thu được từ các khoản đầu tư ở thị trường nước ngoài, theo ước tính của Cục dự trữ liên bang.

Những thành tựu ấn tượng trong 21 tháng cầm quyền của ông Trump c̣n được thể hiện qua các con số thống kê khác, như GDP của Hoa Kỳ đă tăng 4,2% vào quư II/2018, điều gây sửng sốt các chuyên gia kinh tế, khi trước đó nhiều người trong số họ dự đoán rằng Mỹ khó đạt được sự tăng trưởng GDP trên 3%.

Thành tựu của Tổng thống Trump sau nửa nhiệm kỳ làm chủ Nhà Trắng được minh chứng sống động qua các cuộc khảo sát gần đây, theo Washington Examiner, 95% các nhà sản xuất Mỹ lạc quan về tương lai, cao nhất từ trước tới nay; năm 2017, mức độ hài ḷng với công việc của các công nhân Mỹ đạt mức cao nhất kể từ năm 2005.
