RFI - Về Hoa Kỳ, Le Monde có bài phân tích mang tựa đề « Trump đệ nhị vào tháng 11 tới ? ». Trong nhiều tháng qua, nhiều người vẫn cho rằng ông Donald Trump sẽ bị đánh bại trong cuộc bầu cử tổng thống năm 2020.


« It’s the economy, stupid ! »

Ông Trump bước vào Nhà Trắng với chiến thắng trong đường tơ kẽ tóc tại các tiểu bang thuộc « Vành đai han rỉ » (Pennsylvania, Ohio, Wisconsin). Chỉ cần một ít nhân viên cổ trắng từng bỏ phiếu cho ông hồi tháng 11/2016 thất vọng bỏ sang phía khác là xong, như trong cuộc bầu cử giữa nhiệm kỳ năm 2018 với chiến thắng của phe Dân Chủ tại đây. Ứng cử viên Donald Trump sẽ rơi rụng như một trái chín.

Tuy nhiên tác giả bài viết ghi nhận h́nh bóng một George W. Bush - tái đắc cử năm 2004 trước John Kerry bất chấp tai tiếng của cuộc chiến Irak – đang dần hiện rơ. Có điều một bộ phận người Mỹ vẫn không muốn mở mắt, và dù sao cái nh́n của họ cũng không giống các quan sát viên châu Âu.

Trước hết là sự trở lại của câu nói nổi tiếng « It’s the economy, stupid ! » đă giúp Bill Clinton giành chiến thắng khi đối mặt với Bush cha năm 1992, do suy thoái kinh tế.

Dưới thời ông Trump, kinh tế thịnh vượng, thất nghiệp ở mức thấp nhất, Wall Street ở mức cao nhất. Tất nhiên rồi sẽ đến hồi kết với thâm hụt ngân sách khổng lồ, đầu tư vào kỹ nghệ thụt lùi. Nhưng năm 2019 đă không xảy ra suy thoái như dự báo, cuộc chiến tranh thương mại thu hút mọi sự chú ư, trong khi những mức lương thấp được tăng lên đôi chút, đủ để không tạo ra dàn đồng ca chống lại bất b́nh đẳng.

Ông Donald Trump tả xung hữu đột : hưu chiến thương mại với Trung Quốc, Mêhicô và Canada ; Quỹ Dự trữ Liên bang giảm lăi suất. Phải kể thêm phiên ṭa truất phế không làm ông mất đi một lá phiếu nào, và cuộc khủng hoảng Iran rốt cuộc là chiến thắng của Trump – ít nhất dưới mắt những người ủng hộ ông.

Bài học cho Dân Chủ : Hơn 100 ṿng bỏ phiếu mới chọn được ứng viên

Đối mặt với Donald Trump là phe Dân Chủ đầy rắc rối. Phe này đề cập đến những quan ngại của người Mỹ : bảo hiểm y tế cho mọi người, học phí quá lớn, kiểm soát vũ khí, biến đổi khí hậu.

Cánh tả trong đảng đề nghị một cuộc cách mạng cấp tiến, điều này không phải là bất khả. Hoa Kỳ đă từng biết đến những sức bật : tổng thống Théodore Roosevelt (nhiệm kỳ 1901-1909) chống lại các tập đoàn độc quyền, Franklin Roosevelt (1933-1945) với New Deal, Lyndon Johnson (1963-1969) và các quyền dân sự.

Nhưng liệu có thể làm cách mạng mà thiếu đi xung động ? Ông Bernie Sanders, chủ trương xă hội chủ nghĩa, vẫn tin như thế. Tự tin với 21% ư định bỏ phiếu theo như thăm ḍ, ông cố đẩy bà Elizabeth Warren (14%) ra ngoài lề. Nữ thượng nghị sĩ bang Massachusett tạo cảm giác xứng tầm với cương vị, nhưng bà bị thụt lùi từ khi sập bẫy « ư tưởng Pháp » : đánh thuế 6% nếu có tài sản trên 1 tỉ đô la để tài trợ cho y tế. Nay bà đă hạ giọng, từ khi mất đi sự ủng hộ của Bill Gates.

Ở cánh trung, có cựu phó tổng thống của ông Barack Obama là Joe Biden (32% ư định bầu), quá già ; thị trưởng một thành phố nhỏ ở Midwest, Pete Buttigieg (9%), quá mềm mỏng ; và cựu thị trưởng New York Michael Bloomberg (9%), quá giàu. Nhất là như bà Warren nói, nếu quay lại với « business as usual » như thời Obama, th́ làm sao thắng được Trump ?

Tóm lại, sương mù bao phủ, và cuộc bầu cử sơ bộ tháng Bảy tới sẽ phức tạp nếu cử tri không nhanh chóng chọn lựa. Le Monde nhắc lại cuộc bầu cử sơ bộ ly kỳ nhất hồi năm 1924 : do hai ứng cử viên có quan điểm đối chọi nhau về việc cấm bán rượu, rốt cuộc một nhân vật thứ ba là John W.Davis được chọn làm ứng cử viên của đảng Dân Chủ sau…103 ṿng bỏ phiếu, và thất cử sau đó.

Chính xác...Tôi cũng nghỉ như thế...Tôi thấy trump cũng e dè ngại ngùng chưa dám đụng chạm ǵ tới Bloomberg .
