Nhà Trắng thừa nhận tổng thống Trump gây áp lực với Ukraine. Ông Trump muốn hối thúc Ukraine điều tra cáo buộc đảng Dân chủ. Do đó, ông đă giữ lại 390 triệu đô la Mỹ tiền viện trợ.

Quyền Chánh Văn pḥng Nhà Trắng Mick Mulvaney hôm 17/10 nói rằng Tổng thống Donald Trump không muốn giải ngân khoản viện trợ đă được quốc hội phê duyệt cho Ukraine v́ tham nhũng ở nước này rất nghiêm trọng.

"Tổng thống có đột nhiên đề cập với tôi việc tham nhũng liên quan đến máy chủ của đảng Dân chủ không? Hoàn toàn không có nghi ngờ ǵ về điều đó. Đó là lư do chúng tôi giữ lại viện trợ", Mulvaney nói. Tuy nhiên, Ukraine sau đó vẫn nhận được khoản viện trợ nói trên.



Trong bản ghi cuộc điện đàm giữa Trump và Tổng thống Ukraine Volodymyr Zelensky hồi tháng 7, ông chủ Nhà Trắng yêu cầu Zelensky điều tra máy chủ của công ty an ninh mạng có trụ sở tại California được đảng Dân chủ thuê năm 2016 để điều tra việc email bị đánh cắp. Các nhà điều tra Mỹ sau đó cáo buộc Nga đă thực hiện cuộc tấn công mạng này.

Thừa nhận của Mulvaney dường như là tín hiệu đáng mừng cho cuộc điều tra luận tội Trump của Hạ viện do đảng Dân chủ dẫn đầu, trong đó cáo buộc Tổng thống Mỹ lạm dụng quyền lực và vi phạm luật bầu cử khi dùng viện trợ quân sự để hối thúc Ukraine hỗ trợ chính trị.

Tuy nhiên, Mulvaney lập luận rằng Trump không làm ǵ sai bởi ông từng ủng hộ cuộc điều tra của Bộ Tư pháp về nguồn gốc cáo buộc can thiệp năm 2016 của Nga. Quan chức Nhà Trắng cũng phủ nhận rằng Trump dùng viện trợ để buộc Ukraine điều tra ứng viên tổng thống đảng Dân chủ Joe Biden. "Tiền được giữ lại hoàn toàn không liên quan đến Biden", Mulvaney nói.

Một quan chức ngoại giao cấp cao của Mỹ trước đó nói với các nhà điều tra tại Hạ viện rằng Trump và luật sư riêng Rudy Giuliani đă t́m kiếm sự giúp đỡ chính trị từ Ukraine và Bộ trưởng Năng lượng Rick Perry, người tham gia sâu vào các cuộc đàm phán ở Ukraine, đă đệ đơn từ chức.
