Một trận đại dịch không thuyên giảm, một nền kinh tế suy thoái, các thành phố nổi loạn v́ cảnh sát giết người. Vậy mà ngài Tổng Thống của chúng ta chẳng có hành động ǵ ngoài bấm tweet.

Cũng có thể bỏ qua được nếu bạn không để ư. Những trận oanh tạc bằng mồm càng to hơn bao giờ hết, nhưng Donald J Trump không c̣n là Tổng Thống Mỹ nữa.

Bằng cách không hề có một tiếng nói hay hành động để vun đắp, xây dựng khi mà nước Mỹ đang co quắp trong những trận khủng hoảng chưa từng có, Trump đă tự thoái vị, rời bỏ vị trí Tổng Thống, vị trí lănh đạo nước Mỹ của ḿnh.

Ông ta không điều hành quản lư ǵ cả. Ông ta đi đánh gôn, coi TV, và tweet.

Trump đă làm ǵ khi cả thành phố Minneapolis phẫn nộ xuống đường v́ cái chết của George Floyd, một người Mỹ da đen bị thiệt mạng khi bị một cảnh sát da trắng tấn đầu gối lên cổ ông ta hơn 8 phút, trong khi ông ta đă bị c̣ng tay và bị đè xuống đường?

Trump gọi những người xuống đường là “bọn côn đồ” và đe doạ sẽ bắn bỏ. “Khi hôi của bắt đầu th́ súng sẽ nổ (When the looting starts, the shooting starts)”, Trump đă tuưt, lập lại lời của cảnh sát trưởng thành phố Miami phát biểu và đă gây ra một cuộc bạo động v́ màu da vào cuối thập niên 60.

Hôm thứ bảy, Trump tỏ vẻ hả hê hăm là “những con chó cực dữ, những vũ khí cực tối tân” sẽ chờ đón những người xuống đường trước cửa Toà Bạch Ốc, nếu họ vượt được rào cản của những nhân viên mật vụ.
Ba tháng vừa qua, ba tháng mà nước Mỹ đắm ch́m trong dịch bịnh và chết chóc. Những hành động của Trump trong ba tháng này cũng chẳng có ǵ khá hơn.

Từ khi Trump tuyên bố COVID-19 là “tṛ chơi khăm của đảng Dân Chủ” và bịt mồm các chuyên viên y tế, Trump đă đá trách nhiệm chống dịch qua cho các thống đốc tiểu bang.

Các thống đốc đă phải tự đi t́m máy thở để cứu dân ḿnh, phải t́m vật dụng y tế bảo vệ cho các nhân viên bịnh viện, y tá, bác sĩ, khiến nhiều khi tiểu bang này phải trả giá cao hơn để dành giật hàng từ tiểu bang khác. Các thống đốc cũng phải tự quyết định mở cửa kinh tế như thế nào, khi nào, và chỗ nào mở được.

Trump đă từng tuyên bố “tôi không chịu trách nhiệm ǵ cả” về việc xét nghiệm cũng như việc liên lạc truy t́m những mấu chốt quan trọng để giảm sự lan truyền của bịnh dịch. “Kế hoạch” mới của Trump là các tiểu bang phải tự lo việc xét nghiệm và liên lạc truy t́m.

Trump cũng biến đâu khi nền kinh tế chịu sự khủng hoảng chưa từng thấy từ hồi Đại Khủng Hoảng.
Hơn 41 triệu người Mỹ mất việc. Trong vài tuần sắp tới, điều luật tạm thời cấm trục xuất người thuê sẽ hết hạn trên hơn nửa số tiểu bang ở nước Mỹ. 1/5 người Mỹ ở nhà thuê đă không trả nổi tiền thuê nhà tháng này. Những trợ cấp thất nghiệp phụ trội sẽ hết hạn cuối tháng 7.

Trump làm ǵ? Không khác ǵ Herbert Hoover, đă tuyên bố năm 1930 “đại nạn qua rồi” trong khi hàng ngàn dân vẫn đang chết đói, Trump nói nền kinh tế sẽ phục hồi và không hề có một hành động nào để xoa dịu những thống khổ vẫn và đang vươn lên. Quốc Hội với đa số là Dân Chủ đă thông qua dự luật 3 ngh́n tỷ hỗ trợ vào ngày 15 tháng 5 vừa qua. Mitch McConnell, lănh tụ Thượng Viện mà đa số là Cộng Hoà đă cho cả Thượng Viện đi nghỉ mà không giở ngón tay đụng vào dự luật này, và Trump cũng tuyên bố dự luật này sẽ chết ngay khi tới tay Trump.

Thế c̣n những việc cần thiết khác mà một Tổng Thống thật phải giải quyết? Quốc Hội đă thông qua 400 dự luật từ khi Trump bước vào Nhà Trắng, gồm các dự luật về giảm thiểu thay đổi khí hậu, về an ninh bầu cử, về kiểm tra lư lịch kỹ những ai muốn mua súng, về bảo vệ phụ nữ trong những vụ hành hung, và về đóng góp tài chánh cho các cuộc bầu cử. Tất cả đều đang nằm thoi thóp trong hộp thư của McConnell. H́nh như Trump không biết ǵ tới những dự luật này.

Không có ǵ là sai khi chơi gôn, xem TV hay tweet. Nhưng nếu đó là những ǵ Trump làm cho qua ngày trong khi tổ quốc lâm nguy, th́ hẳn ông ta không phải là Tổng Thống.

Những cái tuưt của Trump không thể thay thế cho sự điều hành. Hầu hết những cái tuưt này là để trả đũa, để đôi co với người khác.

Nếu Trump không khích động bạo hành đối với những người da đen xuống đường, th́ Trump dùng tuưt để buộc vô cớ một nhà báo tội giết người, tuưt tới tuưt lui về cân nặng của một chính khách nữ người da đen hay về diện mạo của lănh tụ Hạ Viện, hay dựng chuyện cho là Hillary Clinton và Obama âm mưu phá ông ta, và xúi giục những người pḥ ông ta xuống đường “giải phóng” các tiểu bang họ ở về việc giăn cách xă hội.
Trump c̣n tuưt cả những điều mà ông ta chả có quyền ǵ để thực hiện - ví dụ như cắt trợ cấp cho các tiểu bang nào cho phép bầu cử bằng bưu điện, “bác bỏ” những thống đốc nào không cho những nơi thờ phượng mở cửa “ngay lập tức”, và trừng phạt Twitter đă dám kiểm chứng tuưt của ông ta.

Và ông ta đă nói dối triền miên.

Thực sự, Donald Trump không quản trị guồng máy chính quyền Mỹ. Ông ta không cai quản cái ǵ hết. Ông ta không tổ chức ai hết. Ông ta không quản lư, không giám sát, không cai quản. Ông ta không đọc tường tŕnh. Ông ta ghét các cuộc họp. Ông ta không đủ kiên nhẫn ngồi nghe các buổi báo cáo. Nhà Trắng dưới trướng Trump là một căn nhà bát nháo.
Những cố vấn của Trump không phải là những người nói thật. Họ là những con ễnh ương, những con lừa, những người bợ đỡ hay con cháu ông ta.

Từ ngày dọn vào Nhà Trắng hồi tháng giêng 2017, Trump chưa bao giờ tỏ ra muốn quản trị. Ông ta chỉ quan tâm đến ông ta mà thôi.
Nhưng chỉ tới khi cả nước trải qua hoạn nạn, mọi người mới thấy rơ hành vi tự thoái vị của Trump - coi thường công việc của ḿnh, thoái thác trách nhiệm cho người khác.

Sự bất chấp hành của Trump không chỉ dừng ở chỗ thiếu sự lănh đạo, không dừng ở chỗ không tuân theo lề lối hay giữ đúng vai tṛ theo truyền thống. Khi quốc gia hữu sự, Trump đă phủi tay chối bỏ bổn phận và trách nhiệm của một Tổng Thống.

Trump không phải là Tổng Thống nữa. Chúng ta nên chấm dứt coi ông ta như là một Tổng Thống càng sớm chừng nào càng tốt chừng đó.

Bài viết quá đúng đi - vua đổ thừa, chạy trốn trách nhiệm khi những plans không work-out, chỉ tay vào người khác.. Hành động như một loser kid in neighborhood trying to do everything for a revenge. Bụng dạ hẹp ḥi, thấy ai làm được việc hơn ḿnh là ghen ghét etc..
