Chính quyền Donald Trump vừa công bố nhiều quy định mới vào hôm thứ Hai 12/8/2019 vừa qua, nhằm từ chối việc cư trú và quyền công dân cho những người nhập cư đă lănh Tem Phiếu Thực Phẩm, Trợ Cấp Y Tế và các phúc lợi công cộng khác trong thời gian qua.

Các quy định mới này đe dọa sửa lại quyền công dân của hàng triệu người nhập cư chủ yếu là nhắm vào người gốc Latino làm việc với mức lương thấp và đă phải phụ thuộc một phần vào các dịch vụ công cộng để có thể sống được. Thế nhưng điều này không miễn trừ cho bất cứ sắc dân nhập cư nào đến Mỹ trong hoàn cảnh khó khăn và đă xin được hưởng những thứ phúc lợi kể trên từ chính phủ từ trước tới nay.

Nó cũng nhằm vào việc đóng cánh cửa thiên đường ở trần thế lại, đối với những người nhập cư nghèo khó, có tay nghề thấp và tiếng Anh giới hạn với hy vọng có được một chỗ đứng hợp pháp tại Hoa Kỳ. Qua sắc luật này, chính quyền Donald Trump cho biết, người đang nộp đơn xin nhập cư sẽ bị chặn vào nước nếu họ xét thấy là những người này có thể sẽ phải cần đến các thứ hỗ trợ từ chính phủ.

Ngoài ra, những người đă cư ngụ ở Mỹ và đă xử dụng các phúc lợi từ chính phủ trước đây, sẽ không được cấp thẻ xanh và chắc chắn sẽ không được nhập quốc tịch Hoa Kỳ.

"Để bảo vệ lợi ích cho công dân Mỹ (ư nói những người được sanh ra trên đất Mỹ), người nhập cư phải có khả năng tự túc về tài chính và phải có tŕnh độ cũng như khả năng tiếng Anh đúng như đ̣i hỏi", ông Trump đă tuyên bố.

"Số lượng lớn người không phải là công dân Mỹ và gia đ́nh của họ đă lợi dụng những nguồn phúc lợi rộng răi từ chính quyền trước đây, sẽ phải chấm dứt, v́ nguồn lực hạn chế đó thể sẽ dẫn đến việc thiệt hại cho người dân Mỹ".

Phán quyết này sẽ ảnh hưởng đến khoảng 22 triệu cư dân hợp pháp chưa phải là công dân của Hoa Kỳ, và ước tính có khoảng gần 11 triệu người nhập cư trái phép, hầu hết trong số họ là cư dân dài hạn.

Nhà Trắng cho biết, hơn một nửa số hộ gia đ́nh nhập cư ở Mỹ chưa có quốc tịch bao gồm ít nhất một người xử dụng Trợ Cấp Y Tế và các chương tŕnh y tế do chính phủ điều hành.

Bên cạnh đó, họ c̣n cho biết có tới 78% trên tổng số những người đứng đầu các gia đ́nh nhập cư này là người không có tŕnh độ Trung Học đă xử dụng ít nhất một trong những chương tŕnh phúc lợi kể trên.

"Thông qua quy tắc buộc tội gần như công khai đó, chính quyền Donald Trump đang phát huy lư tưởng tự cung tự cấp và tự chịu trách nhiệm cho mỗi cá nhân và bắt họ phải tự bảo đảm rằng người nhập cư có thể tự hỗ trợ để có thể thành công trên đất Mỹ", Ken Cuccinelli, Giám Đốc Cơ Quan Dịch Vụ Di trú và Nhập tịch Hoa Kỳ cho biết.

Lũ gọi là 3 que trước 1975 giờ xuống lỗ hết rồi c̣n đâu . bây giờ toàn con ông cháu cha cán bộ csvn đội lốt 3 que hưỡng phước

Hầu như nơi đâu cũng vậy - người bản xứ luôn khó khăn với nhưng người lănh trợ cấp - khác với người thu nhập thấp v́ vậy quyền lợi tỵ nạn chính trị khác với tỵ nạn kinh tế
