Quân đoàn 8 nơi tướng Lương Xuân Việt giữ trọng trách chỉ huy chiến dịch (Operation Commander) đang xây dựng tổng hành dinh mới, Camp Humphrey, nằm phía nam cách Seoul khoảng 70km. Tổng chi phí xây dựng khoảng 10,7 tỷ USD (có thể lên tới 13 tỷ USD). Hàn Quốc trả hơn 92%, tức khoảng 10 tỷ USD.

Camp Humphrey sẽ là căn cứ quân sự lớn nhất của Hoa Kỳ. Humphreys sẽ tăng gấp ba lần đến gần 3.500 mẫu Anh và hoàn thành vào 2020. Với diện tích khổng lồ này căn cứ tương đương như một trung tâm thủ đô Hoa Thịnh Đốn (central Washington, D.C)

Như vậy Mỹ sẽ chỉ phải chịu chi phí không tới 8% tổng số phí xây dựng tổng hành dinh mới của quân đoàn 8. Đây thực sự là tin tốt cho nước Mỹ, quốc gia hiện đang gánh chi phí quân sự khổng lồ để đảm bảo ḥa b́nh thế giới.
