Ông Trump thích ở Ṭa Bạch Ốc

Tối Thứ Tư, 18 Tháng Mười Hai 2019, hạ viện biểu quyết truất phế Tổng Thống Donald Trump; vị tổng thống được người Mỹ đặt cho cái hỗn danh là ‘vị tổng thống bốc đồng nhất’ (the most unpredictable of presidents), v́ không ai tiên đoán được là ông sẽ oanh tạc để trừng phạt Iran hay không oanh tạc, sẽ “thành hôn” với Kim Jong-un hay chỉ cặp đôi với anh chàng ‘lùn hỏa tiễn’ chơi cho vui, dù đôi khi Trump nói ông “yêu” Kim.

Nhưng ai cũng biết việc Trump thích ở Ṭa Bạch Ốc.

Không ai tiên đoán được hành động Trump sắp làm, nhưng mọi người đều biết trước, cái họa ‘truất phế’ ông đang gặp, đang đối phó.

Bà Kamala D. Harris biết trước mọi người, và biết rơ hơn mọi người, dù bà chỉ là một chính khách mới toanh, là nghị sĩ nhiệm kỳ thứ nhất tại quốc hội liên bang, và cũng là vị nghị sĩ đầu tiên của người Mỹ gốc Ấn và gốc Jamaican; bà vừa viết bài báo nêu vấn đề ‘Liệu nghị sĩ McConnell có để Thượng Viện hành xử công bằng trong vụ án truất phế này không?’ (Will McConnell Let the Senate Hold a Fair Impeachment Trial?)

Bài báo đăng trên The New York Time từ hôm Thứ Ba, 17 Tháng Mười Hai 2019, mà măi đến tối thứ Tư 18 Tháng Mười Hai, hơn một ngày sau, hạ viện mới biểu quyết truất phế ông Trump.

Chỉ riêng việc nêu lên câu hỏi này thôi, bà Harris cũng đă nêu lên một trong những góc cạnh khó thương và khó giải quyết nhất của vụ án; bà c̣n ngầm trả lời góc thứ nhất của câu hỏi: Ông McConnell sẽ không để thượng viện hành xử công bằng, không để các nghị sĩ cộng ḥa nói lên trung thực cảm nghĩ của họ về việc tổng thống Trump có đáng tội bị truất phế hay không.

McConnell là người rất khôn ngoan, không chỉ thâm niên nhất trong số những nghị tại thượng viện, mà ông c̣n có nhiều kinh nghiệm chính trị rất đáng nể.

Bà Harris viết, “Hạ viện đă biểu quyết đưa tổng thống ra xét xử xem ông ta có đáng bị truất phế hay không, th́ chỉ vài tuần nữa, tôi và quư vị nghị sĩ khác sẽ phải tuyên thệ trung thành với hiến pháp và bảo vệ hiến pháp, xem xét mọi bằng chứng và theo dơi sự thật đến bất cứ nơi nào sự thật dẫn đến, bất kể những yếu tố đảng phái, những thống thuộc lư tưởng. Toàn thể thành viên thượng viện sẽ tuyên thệ như vậy.

Nhiều người đă bội thệ ngay trong lúc tuyên thệ.

Nguyên là một công tố viên, tôi thấu hiểu tầm quan trọng của việc kết tội những nhân vật quyền hạn; tôi cũng thấu hiểu vụ án nào cũng đ̣i hỏi công bằng và sự thật. Suốt đời tôi, tôi chỉ làm việc cho quần chúng, tôi thấu hiểu thiếu sự thật, th́ không vụ án nào có thể gọi là đúng và công bằng.

Tôi nhận thấy vị lănh tụ của khối đa số tại thượng viện, nghị sĩ Mitch McConnell, lại quá quan tâm đến việc che chở những hành động sai lầm của tổng thống hơn là quan tâm đến sự thật và tính công bằng của pháp luật.”

Bà nghị sĩ Harris nhận xét, “Trong gần ba năm tại vị, Trump đă trở thành nhân vật chủ trương chia rẽ nhất trong một đất nước bị hầm nhừ tử trong cái nồi ninh chính trị độc hại. Ông thẳng tay trừng phạt kẻ thù và, nhiều người cho là ông phá nát thể chế dân chủ.”

“Trump c̣n coi thường luật pháp, bất chấp tiền lệ cứ tiếp tục làm chủ những tài sản to lớn của ông trong lúc ông làm tổng thống, và trả tiền để mua sự im lặng của những người đàn bà ông từng chung sống. Gịng suối dối trá của Trump liên tục, ông dối trá trong việc nội trị, dối trá trên trường ngoại giao, và ngay cả trong những mệnh lệnh quân sự, hay trong việc trao tiền viện trợ quân sự cho Ukraine; ông nói dối nhiều hơn nói thật.”

Bà nghị sĩ Harris c̣n nêu lên những khác biệt giữa vụ truất phế lần này và 3 lần trước xử 3 vị tổng thống Andrew Johnson, Richard M. Nixon và Bill Clinton.

Một trong những khác biệt lần này là bà chủ tịch hạ viện t́m cách tránh né đ̣n độc của chủ tịch khối đa số cộng ḥa tại thượng viện, nghị sĩ McConnell; McConnell sẽ đ̣i các dân biểu dân chủ hạ viện, nhất là những dân biểu được bầu lên tại những địa phương nặng ảnh hưởng của đảng cộng ḥa, ra làm nhân chứng để bị hạch hỏi về những tội trạng ông tố cáo tổng thống Trump vi phạm.

Những người đó, v́ sợ mất sự ủng hộ của cử tri địa phương, sẽ không dám nặng lời tố cáo Trump. Có thể v́ lư do đó và những lư do khác nữa, bà Pelosi tuyên bố bà chưa vội gửi bản án ‘truất phế’ của hạ viện sang cho thượng viện xét xử.

Pelosi muốn mặc cả với thượng viện về những điều kiện cần thiết để tránh việc những nghị sĩ cộng ḥa mưu hại các dân biểu dân chủ trong cuộc bầu cử cuối năm 2020.

Kết quả cuộc bầu cử tại hạ viện về việc truất phế ông Trump, cho thấy các dân biểu dân chủ kết tội ông, và các dân biểu cộng ḥa tha tội ông.

Dư luận truyền thông Mỹ tin là ông Trump sẽ được thượng viện cộng ḥa tha bổng, nhưng Trump vẫn muốn bản án tha bổng đó đến với ông càng sớm càng tốt. Ngôn ngữ vận động tranh cử sẽ dễ nói hơn nếu t́nh trạng ông không c̣n bị truất phế nữa.

Nói rơ hơn nhà tỉ phú Trump không chỉ thích tiền thôi, mà ông c̣n thích quyền nữa; ông không muốn bị truất phế, mà chỉ muốn được xử trắng án, xử thật sớm.

Tiền không mua được quyền lực của vị tổng thống Mỹ, nhưng quyền có thể mở lối vào những kho tiền lực vô tận của toàn thế giới; tuy nhiên đó cũng là con đường ngục tù chắc chắn nhất của nhiều nhà cầm quyền tham nhũng.

Tất cả những khả năng đó của tiền và quyền vẽ ra 2 mục tiêu đẹp nhất cho ông Trump và con cái ông là: Một: không bị truất phế; Hai: tái đắc cử.

Bởi Trump vẫn thích ở Nhà Trắng, vẫn thích cỡi Air Force One.
