Chứng khoán Mỹ tiếp tục tụt dốc khiến các nhà đầu tư đang vô cùng lo lắng. Tổng thống Mỹ Donald Trump đă chỉ trích Cục Dự trữ Liên bang Mỹ (Fed) và gọi cơ quan này là ‘vấn đề duy nhất’ đối với kinh tế Mỹ.

Các quan chức hàng đầu đă thảo luận về sự tụt dốc thảm hại của thị trường chứng khoán mà nguyên nhân một phần là những lời mạt sát của ông Trump đối với Fed.

Thị trường chứng khoán Mỹ đă tiếp tục giảm ngày 24/12 giữa những lo ngại về tăng trưởng kinh tế chậm lại, chính phủ đóng cửa và tin đồn rằng ông Trump muốn sa thải Chủ tịch Fed Jerome Powell. Chỉ số S&P 500 đang giảm liên tục để hướng tới đà giảm lớn nhất tính theo phần trăm kể từ cuộc Đại suy thoái cách nay gần 90 năm.

Trong một ḍng tweet không hề có tác dụng ǵ để trấn an thị trường về tính độc lập của Fed vốn lâu nay vẫn được đề cao, Tổng thống Trump đổ lỗi cho Fed về những diễn biến kinh tế bất lợi của nước Mỹ.

Ông Trump viết trên Twitter: “Vấn đề duy nhất mà nền kinh tế chúng ta đối mặt là Fed. Họ không hề có cảm nhận ǵ về thị trường. Fed giống như một tay golf (gôn) mạnh mẽ nhưng không thể ghi điểm bởi v́ ông ấy không có cảm giác - ông ấy không thể đánh bóng vào lỗ”.

Trước đó, hôm 19/12, với việc nhận định kinh tế Mỹ vẫn tăng trưởng với tỉ lệ tốt trong khi thị trường việc làm tiếp tục được cải thiện, Fed thông báo tăng lăi suất thêm 0,25% lên mức 2,5% sau cuộc họp 2 ngày của Ủy ban Thị trường Mở Liên bang. Đây là lần nâng lăi suất thứ 4 trong năm nay của Fed.

Quyết định tăng lăi suất của Fed nằm trong đúng lộ tŕnh tăng lăi suất theo từng bước. Tuy nhiên, chính quyền Tổng thống Trump lại luôn chỉ trích Fed về vấn đề lăi suất, cho rằng các đợt nâng lăi suất liên tục trong thời gian qua của Fed đă ḱm hăm sự tăng trưởng của nền kinh tế đất nước.

Cho đến nay, ông Trump đă chỉ trích ông Powell một vài lần. Hồi tháng Tám, ông nói với Reuters rằng ông ‘không hào hứng lắm’ với Chủ tịch Fed, người mà ông đề cử, và rằng Fed nên làm nhiều hơn nữa để giúp ông tạo cú hích cho nền kinh tế.

Toàn bộ 11 khu vực kinh tế chính của chỉ số S&P 500 đều đi xuống, trong khi toàn bộ (chỉ trừ có một) mă chứng khoán của chỉ số công nghiệp Dow Jone đều ngập trong sắc đỏ.

Trong ngày thứ ba liên tiếp, trên 2.500 cổ phiếu được niêm yết trên Thị trường Chứng khoán New York và Nasdaq đă chạm đáy trong 52 tuần. Điều này phản ánh mức độ bán tháo mà thị trường chưa từng thấy kể từ đỉnh điểm của cuộc khủng hoảng tài chính một thập niên trước.

Hôm 22/12, Bộ trưởng Tài chính Steven Mnuchin cho biết ông Trump nói với ông rằng ông ấy ‘chưa bao giờ đề cập sa thải Powell’. Tuy nhiên, chỉ tin đồn thôi là ông Trump có thể can thiệp rất sâu vào công việc của Fed đă khiến cho các thị trường tài chính vốn từ lâu hoạt động dựa trên mặc định rằng Ngân hàng Trung ương Mỹ hoạt động độc lập và không bị chi phối về chính trị lao đao.

Đạo luật về Cục Dự trữ Liên bang cho phép tổng thống sa thải các thành viên hội đồng quản trị Fed với lư do chính đáng. Lư do ở đây được hiểu là vi phạm đạo đức nghiêm trọng, phạm tội, không qua được kiểm tra bia rượu và chất kích thích, trong khi ông Powell không phạm bất cứ điều ǵ trong số này.

Chuyên gia Doug Roberts tại công ty nghiên cứu thị trường Channel Capital Research cũng lưu ư rằng thị trường có thể trong trạng thái không mấy lạc quan sau kỳ nghỉ Năm Mới. Hiện c̣n quá sớm để xác định ảnh hưởng của những biến động trên thị trường chứng khoán đối với các nhà đầu tư và nền kinh tế.

C̣n chuyên gia Andrew Brenner của công ty môi giới chứng khoán National Alliance Securities cho rằng sự điều chỉnh hoạt động vào cuối năm của một số quỹ đầu tư có thể giúp "nâng đỡ" thị trường cổ phiếu trong những ngày cuối tháng 12. Khi đó, các nhà quản lư tái cân bằng những khoản đầu tư bằng cách tái phân bổ nguồn tiền từ lượng trái phiếu do họ nắm giữ sang thị trường chứng khoán.

Đối với các nhà đầu tư chứng khoán, năm 2019 nhiều khả năng sẽ không lạc quan hơn so với năm 2018. Trong khi các chuyên gia của Phố Wall dự báo năm 2019 sẽ là một năm đầy biến động với nhiều thách thức, song họ cũng hy vọng thị trường cổ phiếu sẽ hồi phục sau “màn tŕnh diễn” tháng 12 tồi tệ nhất kể từ Đại suy thoái hồi những năm 1930 tới nay
