Vietbf.com - Một bài báo của tờ Washington Post nói rằng nhiều khách hàng đă bị phong tỏa trương mục sau khi Bank of America nghi khách hàng không là công dân Mỹ, bởi sau khi một nghiên cứu sinh tiến sĩ ở đại học University of Miami, đột nhiên thấy ḿnh không thể sử dụng tiền có trong trương mục tại Bank of America.

Anh Moshfegh, sống ở Mỹ đă bảy năm, mới lập gia đ́nh với một công dân Mỹ, dùng trương mục của ḿnh hầu như hằng ngày, để chi trả cho mọi thứ tiêu dùng, theo bản tin của báo Miami Herald.

Khi đến chi nhánh của Bank of America tại South Miami, nhân viên ở nơi này nói với Moshfegh rằng giấy tờ anh đưa ra nhằm chứng minh ḿnh là cư dân hợp pháp không được chấp nhận, mà phải dùng giấy tờ khác.

Anh phản đối, nói rằng ngân hàng sai lầm, v́ giấy anh đưa ra cho thấy t́nh trạng di trú của ḿnh là một sinh viên sắp sửa hoàn tất học tŕnh.

Do không được dùng trương mục của ḿnh, anh Moshfegh không thể trả tiền thuê nhà đúng hạn trong tuần đó. Anh cũng không thể trả tiền nợ các thẻ tín dụng.

Trường hợp của anh Moshfegh không phải là cá biệt.

Trong những tháng gần đây, ngân hàng Bank of America bị cáo buộc là đă phong tỏa hay đe dọa sẽ phong tỏa trương mục của khách hàng, sau khi hỏi về t́nh trạng di trú của họ ở Hoa Kỳ.

Hồi Tháng Bảy, một bài báo của tờ Washington Post nói rằng nhiều khách hàng đă bị phong tỏa trương mục sau khi Bank of America hỏi họ là công dân Mỹ hay song tịch.

Bài báo này nêu lên một số trường hợp, kể cả những người sinh ra ở Hoa Kỳ và có trương mục với Bank of America từ khoảng 30 năm nay.

Bà Stephanie Collins, phát ngôn viên Văn Pḥng Kiểm Soát Tiền Tệ (Office of the Comptroller of the Currency), một cơ quan chính phủ liên bang có nhiệm vụ thanh tra các chi nhánh ngân hàng, nói rằng các ngân hàng chỉ được yêu cầu cung cấp tin tức về các hành động khả nghi và cập nhật hóa tin tức về khách hàng. Bà cũng nói các ngân hàng không bị đ̣i hỏi là thu thập thêm tin tức ǵ khác liên quan tới khách hàng của họ.

Khi trả lời câu hỏi của báo Miami Herald, bà Carla Molina, phát ngôn viên Bank of America, nói rằng không có ǵ thay đổi trong cách ngân hàng này thu thập tin tức từ khách hàng, kể cả về quốc tịch của họ, từ ít nhất một thập niên nay.

“Chẳng có ǵ là mới lạ,” bà Molina nói.

Ông Dan Hernandez, một cư dân ở Broward County, Florida, có gốc Cuba, và nay là một người chuyên viết kịch bản truyền h́nh ở Los Angeles, nói rằng trương mục của ông bị Bank of America phong tỏa hồi Tháng Mười Hai, 2016. Khi ông hỏi lư do, ngân hàng trả lời v́ ông bị t́nh nghi làm ăn với Cuba.

Ông Hernandez lập công ty riêng có tên “Cuban Missile Inc.” và “Cuban Missile” là biệt danh bạn bè đặt cho khi c̣n nhỏ.

Ông Hernandez phản đối, gọi đây là sự kỳ thị. Ông hỏi là liệu ngân hàng Bank of America có để ư tới các tiệm “Korean BBQ,” để xem “họ có làm ăn với Kim Jong Un hay không?” (V.Giang)

Đọc cho vui thôi đừng nóng nảy. Không phải là thường trú nhân mà xin được thẻ tín dụng th́ hiểu là chuyện ǵ rồi.

Có thể tên này đưa lộn Blue Card chứ không phải Green Card cho nên như vậy. Cứ nghe thẻ xanh th́ xanh nào cũng là xanh. Cũng như chất độc da cam th́ là màu.....cam.

To Josh Collins and his wife, Jessica Salazar Collins, something seemed off about the Bank of America mailer.

They had each banked with the company since the early 2000s, and the couple from outside Kansas City was surprised to find the letter from their bank four to six weeks ago. The font looked altered. The bank’s logo looked “weird.” The paper wasn’t glossy, but instead looked as if it had just come off a black-and-white photocopy machine.

Then there were the questions, addressed specifically to Josh. What’s your Social Security number? Your address? Do you have any offshore accounts?

And then: Are you a U.S. citizen? Do you have dual citizenship?

“I knew they already had my Social Security number and my address," said Josh Collins, 39, who is a photographer for a local news station. "But it was also asking things they’d never asked before, like if I was a citizen.”

The couple held onto the mailer for a few weeks, then decided it must have been spam. They said didn’t receive any other mailings or phone calls from Bank of America about the matter.

“We thought, we’re just going to throw it away," said Jessica, who works in health care marketing. "They know how to get a hold of us.”

Last Tuesday, Jessica went to buy tacos as her family headed for the pool. When her debit was declined, she opened her Bank of America app, which showed she had money in her checking account.

Jessica called the bank, which confirmed her account had been frozen. Then the operator asked to talk to her husband.

“I could hear them confirming that indeed it was him, and then right away he said, ‘what do you mean, am I a U.S. citizen?’ ” Jessica said.

Josh said the operator asked whether he’d received a mailer a few weeks before and then asked his citizenship status.

“At that point, I’m just dumbfounded as to why they’d frozen our assets, so I wasn’t thinking about the context of the question. Just give me my money,” Josh said. “So I said, ‘Of course I’m a U.S. citizen.’ I was born and raised in Kansas."

On its website, Bank of America says that to apply for a checking account, a person must provide the following: Social Security number and birth date; phone number and email address; physical U.S. address; and a debit card or other account information for the initial deposit in the new account.
