Hàng không mẫu hạm là một trong những phương tiện vũ khí quân sự cực kỳ tối tân. Khi Mỹ nới lỏng cấm vận, Việt Nam có nên mua món hàng này.

Xung quanh sự kiện Mỹ tuyên bố nới lỏng lệnh cấm bán vũ khí cho Việt Nam, Chuẩn Đô đốc Hải quân Việt Nam - Lê Kế Lâm đă dành cho chúng tôi cuộc tṛ chuyện.

Thưa ông, Việt Nam đánh thắng Mỹ năm 1975 và bị Mỹ cấm vận vũ khí suốt 40 năm nay. Vậy trước năm 1975, nói riêng về tiềm lực quân sự trên biển Đông, Việt Nam như thế nào?

Trước năm 1975, quyền làm chủ trên bầu trời và trên biển hầu như ở trong tay kẻ thù chúng ta. Có thể nói, quân sự trên biển của Việt Nam lúc đó gần như từ con số 0 mới xây dựng lên. Lực lượng hải quân cũng như trang thiết bị quân sự của Việt Nam trên biển Đông trước năm 1975 rất yếu. Việt Nam không thể thực hiện trận đánh nào trên biển.

Việt Nam chủ yếu chỉ hoạt động du kích, bí mật trên biển. Ví dụ như đoàn tàu không số đưa cán bộ và vũ khí vào miền Nam rất bí mật. Đoàn đặc công hải quân ở ven biển miền Nam cũng bí mật.

Cụ thể trang thiết bị, vũ khí của Việt Nam trên biển trước năm 1975 có những ǵ?

Việt Nam chỉ có một ít phương tiên vận tải, vũ khí bảo vệ bờ biển gần chứ không thể tấn công tầm xa vài trăm kilomet. Hiện đại nhất của Việt Nam lúc đó là 2 tàu tên lửa 183R. Mỗi tàu chỉ có 2 quả tên lửa T15 thế hệ thứ nhất với sức tấn công yếu. Chúng ta có một ít tàu pháo nhưng tối đa là cỡ 37 li (bắn tầm ngắn) và tàu phóng ngư lôi bắn thẳng khoảng 4 - 5km.

Ngoài ra, Việt Nam có một số tàu phục vụ bổ trợ như vận tải tiếp dầu, tiếp nước. Nhưng nh́n chung, số lượng tàu không nhiều lắm.

Vậy sau năm 1975 đến nay, suốt thời gian dài bị Mỹ cấm vận, phương tiện vũ khí trên biển của Việt Nam do đâu mà có?

Sau năm 1975, t́nh h́nh đă khác. Việt Nam có thêm một số nguồn trang thiết bị vũ khí. Ví dụ những tàu chiến lợi phẩm Việt Nam thu được từ hải quân Việt Nam Cộng ḥa. Đây là tàu chiến mà Việt Nam Cộng ḥa được Mỹ trang bị.

Thực ra, những tàu này khá lạc hậu. Tàu đáng kể nhất của Việt Nam Cộng ḥa lúc đó là HQ01 - Trần Hưng Đạo, có pháo một ṇng 127 li (bắn hơn 20km). So với Anh, Pháp, Mỹ, các loại tàu này chỉ thuộc dạng hàng thải loại.

Một nguồn vũ khí khác là từ Liên Xô. Lúc đó, Liên Xô trang bị cho Việt Nam một số phương tiện, tàu chiến nhưng cũng chỉ nhỏ giọt. Vũ khí Liên Xô cung cấp cũng không thể tấn công tầm xa. Đó cũng là chiến lược của bất kỳ nước lớn nào đối với nước bé.

Một số nước khác cũng sẵn sàng bán vũ khí nhưng lúc đó Việt Nam không có tiền để mua.

Xin ông so sánh phương tiện, vũ khí của Việt Nam với Trung Quốc cũng như các nước trong khu vực và các nước trên thế giới lâu nay?

Mọi sự so sánh quân sự đều khập khiễng. Nhưng tôi cho rằng, trang bị của hải quân Việt Nam cũng như các lực lượng bảo vệ bờ biển so với cách đây 15 năm đă phát triển lên gấp rất nhiều, ít nhất là 5 - 6 lần.

T́nh trạng phụ thuộc về vũ khí như trên tuy kéo dài nhưng đă chấm dứt khi kinh tế đất nước thay đổi, sau năm 1986. Từ khoảng giữa thập kỷ 90 thế kỷ trước, Việt Nam đă có nguồn lực tài chính và tự bỏ tiền trang bị vũ khí quân sự. Đến nay, trang thiết bị của hải quân, không quân đánh biển và các lực lượng bảo vệ biển đă khác hẳn.

Hiện Việt Nam thừa sức bảo vệ chủ quyền biển đảo. Đương nhiên, Việt Nam vẫn có khó khăn là phải đi mua của nước khác.

Việt Nam có "tàu sân bay" không bao giờ ch́m

Với việc Mỹ nới lỏng cấm vận, ông thấy, những loại vũ khí nào của Mỹ mà Việt Nam cần nhất và có khả năng trang bị trước mắt?

Phải thừa nhận, vũ khí sát thương của Mỹ đứng số 1 thế giới. Vũ khí của Mỹ đă lên đến thế hệ thứ 5 và đang dần phổ biến. Đó là những loại phương tiện, vũ khí chiến tranh không cần người điều khiển. Chẳng hạn như máy bay, xe tăng, chiến hạm không người lái. Rơ ràng Mỹ đang đi trước thế giới về phát triển vũ khí.

Nhưng tôi xin nhấn mạnh: Mua vũ khí rất tốn kém. Tôi biết, vũ khí của Mỹ có giá không rẻ chút nào. Việt Nam phải mua thêm những vũ khí hiện đại nhưng vẫn khó có thể hiện đại như của Mỹ và Nga.

Chưa kể, chúng ta sắm phương tiện và vũ khí hiện đại nhưng c̣n vấn đề con người. Điều khiển vũ khí hiện đại cần người có tŕnh độ hiện đại. Chúng ta lại phải cử người đi học. Đầu tư cho việc này rất tốn kém. Để mua được vũ khí từ Mỹ, Việt Nam sẽ c̣n phải tính toán thời gian dài.

Các trận đánh trên biển thường sử dụng đa dạng nhất về phương tiện, vũ khí. Loại nào chúng ta cũng phải sắm. Tất nhiên, chúng ta phải đặc biệt lưu ư phát triển lực lực lượng không quân đánh biển.

Hiện nay, Việt Nam chưa có hàng không mẫu hạm (tàu sân bay). Nếu Mỹ mở cửa, theo ông, Việt Nam có nên trang bị phương tiện này?

Tôi cho rằng Việt Nam chưa nên nghĩ đến tàu sân bay. Đầu tư cho tàu sân bay cực kỳ tốn kém. Có thể thấy điều đó từ chiếc hàng không mẫu hạm có tên Washington của Mỹ. Để đóng một chiếc tàu sân bay tốn ít nhất 5 - 7 tỷ USD. Để duy tŕ hoạt động của tàu sân bay, mỗi năm cũng tốn dễ đến cả 1 tỷ USD.

Việt Nam có rất nhiều sân bay ven biển. Đó chính là những tàu sân bay không bao giờ ch́m. Việt Nam cũng chỉ chủ trương pḥng thủ, bảo vệ chủ quyền biển đảo. Nhiều nước có nền trang bị vũ khí quân sự hiện đại cũng không sắm tàu sân bay.

Chuẩn Đô đốc Lê Kế Lâm từng là Phó Tham mưu trưởng kiêm Trưởng pḥng tác chiến và nhiều vị trí quan trọng của Hải quân Việt Nam, nguyên Giám đốc Học viện Hải quân Việt Nam. Ông học qua nhiều trường lớp ở nước ngoài trong đó có Học viện Hải quân A.A. Grechco, Học viện quân sự cấp cao ở Liên Xô. Ông cũng có thời gian dài nghiên cứu cải tiến vũ khí, phương tiện của hải quân Việt Nam.

Công bằng mà nói nếu Hoa Kỳ có bỏ lệnh cấm vũ khí sát thương cho csVN,th́ cũng hạng chế trong những loại vũ khí hay thiết bị "canh biển",chừng nào vẫn c̣n một chế độ độc tài CS,vẫn c̣n đàn áp tự do dân chủ cũng như bỏ tù các nhà bất đồng chính kiến th́ csVN có ra sức tô vẽ bao nhiêu cũng không phủ nhận được thực tế đó. Mơ mộng đến tầu sân bay của HK mà ngay cả các đồng minh thân cận của Mỹ giầu tiền lắm bạc mà c̣n không dám nghĩ tới,nói chi chú Cụi vẫn c̣n ngồi dưới gốc đa mà mơ ôn được chi Hằng của csVN,chuyện tào lao thiên địa vậy mà csVN vẫn nói mà không sợ bị thiện hạ nghĩ ḿnh ...điên mới lạ!.

Bởi vậy không có ai ba xạo bằng vẹm là vậy. Ai bán mà mua? Mà có bán th́ tiền đâu chúng mua? Mà có mua rồi về để kéo gái lên boong để nhảy sexy thôi chứ làm sao mà biết vận hành? Ngoài thằng Mẽo ra, có bao nhiêu nước có thứ này và được mấy chiếc? V́ chi phí vận hành của nó quá đắt đỏ. Thôi cho vc mơ tiếp đi.
