(The Hill) – Dân chủ vào hôm thứ Hai chỉ trích gay gắt đề nghị ngân sách năm tài khoá 2021 của Toà Bạch Ốc, cam kết sẽ làm kế hoạch “chết yểu” khi vừa đến Điện Capitol.


Kế hoạch $4,8 ngh́n tỉ Mỹ kim bao gồm nhiều cắt giảm sẽ chấm dứt thoả thuận ngân sách hai năm đă được Toà Bạch Ốc và lănh đạo Quốc hội đồng t́nh.

Lănh tụ Thiểu số Hạ viện Chuck Schumer (Dân chủ – New York) gọi đề nghị ngân sách của Trump là “tṛ hai mặt” lừa dối nhân dân Mỹ, những người mà Tổng thống đă hứa hẹn sẽ hỗ trợ trong bài diễn văn Thông điệp Liên bang vào tuần trước. “Tiêu biểu, ngân sách của Tổng thống cho thấy diễn văn Thông điệp Liên bang của ông lừa dối chồng chất lừa dối đối với nhân dân Mỹ,” Schumer ghi trong thông báo.

Chủ trương cải tổ thủ tục ngân sách Quốc hội, Thượng nghị sĩ Sheldon Whitehouse (Dân chủ – Rhode Island) cho rằng, đề nghị ngân sách của Toà Bạch Ốc sẽ “chết yểu.” “Đây chẳng qua là tṛ gây kinh ngạc chính trị để làm thoả măn những kẻ cực đoan trong đảng của ông ta,” Thượng nghị sĩ nói thêm.

Dân chủ đang chỉ trích gay gắt cụ thể vào những nỗ lực loại bỏ thâm thủng trong khoảng thời gian 15 năm bằng cách cắt chi tiêu quốc nội, và thắt chặt Medicaid và Medicare.
Trong đó, hạn chế hay ngăn chặn cấp quyền lợi Medicare, bổ sung những yêu cầu về công việc, y tế và những chương tŕnh trợ cấp xă hội hay thực thi những thay đổi nhằm hạ chi phí của Medicare và Medicaid. Những biện pháp này sẽ cắt được khoảng $700 tỉ Mỹ kim đối với Medicaid, mặc dù chính phủ cho rằng, giảm chỉ tiêu là kết quả của tiết kiệm và hiệu quả.

Đề nghị ngân sách của Trump cũng đưa ra cắt giảm đáng kể đối với một số Bộ và cơ quan, trong đó có 37% đối với Bộ Thương mại, và 26% đối với Cơ quan Bảo vệ Môi trường, và 21% ở Bộ Ngoại giao và viện trợ nước ngoài.

“Vào lúc chúng ta đối mặt với đe doạ y tế toàn cầu trước virus viêm hô hấp corona, th́ chính phủ Trump lại giảm nhẹ nỗ lực cắt giảm những chương tŕnh cần để bảo vệ sinh mạng người dân. Việc này không chỉ thiển cận mà thực sự nguy hiểm,” Thượng nghị sĩ Bob Menendez (Dân chủ – New Jersey) – Lănh đạo Dân chủ trong Uỷ ban Đối ngoại – ghi trong thông báo.

Những đề nghị ngân sách của tổng thống thông thường bị Điện Capitol phớt lờ. Lưỡng viện sẽ chắp vút dự luật chi tiêu 2021 của họ, nhưng họ cũng cho chính phủ cơ hội tiết lộ danh sách những mong muốn chính trị và nhấn mạnh những ưu tiên hàng đầu trước tổng tuyển cử vào tháng 11.

Dân chủ nhanh chóng đặt đề nghị ngân sách trong ngữ cảnh bầu cử, nơi cả Toà Bạch Ốc và sự kiểm soát lưỡng viện nằm trong tay cử tri. Chủ tịch Uỷ ban Quốc gia Dân chủ Tom Perez gọi đề nghị ngân sách này “phá sản về mặt đạo đức.”

Uỷ ban Chiến dịch tranh cử Thượng viện của Dân chủ t́m cách gắn đề nghị ngân sách của ông Trump với những nhà lập pháp Cộng hoà đang đối mặt với tái tranh cử vào tháng 11.

“Kế hoạch ngân sách của Toà Bạch Ốc là một dự tính phản ánh những ưu tiên hàng đầu của Cộng hoà trong năm 2021 – tiếp tục tấn công vào những chương tŕnh quan trọng như Medicare, Medicaid và An sinh xă hội,” Phát ngôn nhân Uỷ ban, ông Stewart Boss cho hay.
