HOA THỊNH ĐỐN - Trong một bài viết đăng ngày thứ Năm, báo mạng Politico cho biết rằng dự luật kích thích kinh tế đối phó hậu quả đại dịch coronavirus từng bị tŕ hoăn một thời gian ngắn tại Thượng Viện vào đêm thứ Tư, v́ bên Dân Chủ nhận thấy dự luật này đă thiếu một điều khoản mà cả hai đảng từng thỏa thuận trước đó. Điều khoản này là ngôn ngữ chính xác nhằm giới hạn quyền lợi tài chánh dành cho những công ty, cơ sở kinh doanh thuộc gia đ́nh của Tổng Thống Donald Trump.

Dân Chủ và Cộng Ḥa từng đồng ư về việc bổ túc thêm những từ ngữ trong một điều khoản nhằm siết lại số tiền mà các công ty của gia đ́nh Trump có thể có được từ ngân sách quốc. Thế nhưng khi dự luật được cập nhật được đưa vào sàn Thượng Viện để bỏ phiếu vào đêm thứ Tư, Lănh Đạo Thiểu Số Chuck Shumer nhận thấy từ ngữ được bổ túc đă không có trong dự luật cập nhật.

Theo hai nguồn tin của báo Politico, trong ṿng hai giờ sau đó, Nghị Sĩ Schumer đă cản trở dự thông qua dự luật với yêu cầu ngôn ngữ bổ túc phải được đưa vào dự luật. Cuối cùng th́ dự luật nhằm phục hồi nền kinh tế sau cơn đại dịch được thông qua trước nửa đêm thứ Tư, 25 tháng Ba.
Khi được hỏi về sự việc này, ông Schumer nói với báo Politico hôm thứ Năm, “Chúng tôi đă nói với bên Cộng Ḥa rằng chúng tôi không thể chấp nhận sự việc bỏ sót những điều kiện cấm các doanh nghiệp của gia đ́nh Trump được nhận tiền vay từ Ngân Khố, cũng như các điều khoản bắt buộc có sự minh bạch rất quan trọng.

Chúng tôi nói rằng dự luật sẽ bị cản trở cho đến khi các điều kiện bổ túc nói trên được đưa vào dự luật cuối cùng. Họ nhượng bộ và những điều khoản về trách nhiệm quan trọng này đă được bổ túc vào bản dự luật tối hậu.”

Từ ngữ được bổ túc thêm cho dự luật từng được đưa ra để làm rơ hơn và lấp lại một khe hỡ trong điều khoản ban đầu, mà trong đó dự luật cấm các công ty hoặc doanh nghiệp được vay tiền liên bang, nếu công ty đó có ít nhất 20 phần trăm cổ phần của tổng thống hoặc con, vợ, hay thân nhân phối ngẫu của tổng thống.

Nếu xét kỹ hơn, điều khoản ban đầu này xem có vẻ nói là một cá nhân trong gia đ́nh tổng thống có cổ phần ít nhất 20 phần trăm th́ bị cấm, chưa không nói rơ trường hợp nhiều hơn một người làm chủ 20 phần trăm cổ phần. V́ vậy phía Dân Chủ muốn siết chặt hơn về mặt ngôn ngữ trong điều kiện, để nêu rơ là nếu 20 phần trăm cổ phần này là thuộc về một số người chứ không phải một người trong gia đ́nh tổng thống.

Sự bổ túc thêm này đă nhắm vào con rể của ông Trump, là anh Jared Kushner. Gia đ́nh của anh Kushner làm chủ nhiều công ty và có thể được vay những món tiền lớn trong khối tiền trợ cấp của chính phủ liên bang dành cho các công ty bị lỗ vốn bởi hậu quả đại dịch.

Mặc dù hai bên Cộng Ḥa và Dân Chủ đă chấp thuận ngôn ngữ siết lại điều kiện cho vay nói trên, thế nhưng đến khi dự luật được biểu quyết th́ ngôn ngữ này lại không có trong bản dự luật cuối cùng, và v́ vậy mới có sự tŕ hoăn vào phút chót đêm thứ Tư.

Bản thảo cuối cùng cũng thiếu một điều kiện khác nữa, và đó là bắt buộc Ty Ngân Khố phải công bố danh sách các công ty được vay tiền của chính phủ. Một phụ tá của nghị sĩ đă nói với báo Politico về điều khoản công bố tên công ty, “Nếu thiếu điều khoản này, thông tin về các công ty được vay tiền sẽ được giữ bí mật, và công chúng sẽ không thể biết được ai đă nhận tiền vay của chính phủ.”

Với sự đồng ư của Cộng Ḥa, toàn thể Thượng Viện đă thông qua dự luật với số tiền trợ giúp khẩn cấp lên tới $2.2 ngàn tỷ Mỹ kim, nhằm giúp cho nền kinh tế Hoa Kỳ không bị sụp đổ. Hạ Viện sẽ bỏ phiếu cho dự luật này trong ngày thứ Năm hoặc thứ Sáu.

Trước khi tuyên thệ nhậm chức hơn ba năm trước, Tổng Thống Donald Trump đă được khuyên hăy tách rời hoàn toàn ra khỏi các công ty của ông mà số lượng lên tới trên 500 doanh nghiệp.

Ông đă không làm theo lời khuyên này, vẫn giữ quyền làm chủ một phần lớn hoặc nắm giữ cổ phần trong các công ty bằng phương pháp tạo trương mục ủy quyền mà quyền lợi vẫn thuộc về ông.

Tức là ông vẫn có thể rút tiền từ các trương mục mà công chúng không được biết tới.

Nhà lăo trump giàu có quá rồi cộng thêm mấy chục năm trốn thuế nữa. Tiền này là để cho dân và mấy doanh nghiêp. khác chứ mấy hotel của nhà lăo chỉ dành cho bọn bợ dump vào đó mà chơi gái mà thôi!

Có đám chó Mít Đặc và đám chó con theo bợ đích, chuyên liếm bă DUMP không vậy ta? Bọn này chắc cũng đang quỳ lạy DUMP cho tham gia quá đi.
