Bác sĩ gốc Việt ở Orange County vừa qua bị bắt giữ. Bác sĩ này kê đơn thuốc có chứa ma tuư, trong số người được kê thuốc có người đụng chết đội trưởng cứu hoả Costa Mesa. Nếu bị buộc tội, vị bác sĩ này sẽ bị kết án rất nặng.

Tin Tustin, California – Theo abc7.com, nhân viên an ninh liên bang đă bắt một bác sĩ gốc Việt ở Orange County v́ tội ghi toa thuốc có chứa ma tuư bất hợp pháp cũng như nhiều loại thuốc chứa chất gây nghiện với liều cao cho các bệnh nhân khác, trong đó có một nghi can lái xe đụng chết đội trưởng Đội Cứu hoả Costa Mesa, ông Mike Kreza.

Nghi can này tên Stephen Taylor Scarpa 25 tuổi bị bắt về tội lái xe dưới ảnh hưởng của ma tuư, đụng phải ông Kreza đang lái xe đạp hồi tháng 11 năm 2018. Scarpa khai đă mua thuốc theo toa của bác sĩ Dzung Ahn Pham 57 tuổi. Nhân viên điều tra tịch thu một số chai thuốc có tên của ông Phạm.


Hôm thứ Ba 18 tháng 12, cảnh sát bắt ông Pham và truy tố về tội phân phối oxycodone, một loại thuốc có chứa ma tuư. Ông Phạm bị cáo buộc về tội ghi toa thuốc chứa ma tuư bất hợp pháp. Nhân viên an ninh liên bang lục soát nhà của ông Phạm ở Tustin t́m thấy hàng chục khẩu súng. Nhân viên điều tra cáo giác ông Phạm đă bán thuốc cho người nghiện ma tuư mà ông gọi là bệnh nhân, và có thể đă bán thuốc ra thị trường chợ đen, khiến ít nhất 5 người thiệt mạng v́ sử dụng thuốc quá liều theo đơn của ông Phạm trong khoảng thời gian từ năm 2014 đến 2017.

Theo người đứng đầu lực lượng Cưỡng Chế Và Thi Hành Luật Pháp liên bang tại Central District, California, ông Nick Hannah th́ trong ṿng 3 năm, bác sĩ Phạm đă ghi hơn 52,000 đơn thuốc opioids và các chất ma tuư khác như narcotics, tương đương với việc tung 1.2 triệu viên ma tuư ra thị trường. Một nhà thuốc CVS ở Irvine đă thôi nhận bán thuốc theo toa của bác sĩ Pham hơn 5 năm qua. Ông Phạm c̣n bị buộc tội đă đưa một nhân viên an ninh giả dạng đến tiệm thuốc tây ở Irvine lưu giữ rất nhiều toa thuốc của ông. Một số toa thuốc c̣n rơi vào tay của hung thủ vụ thảm sát tại quán rượu Borderline Bar & Grill ở Thousand Oaks. Hồ sơ của cảnh sát c̣n xác định rằng ông Phạm đă gửi một tin nhắn nói rằng kẻ nổ súng ở Thousand Oaks có ma tuư mà Phạm kê toa cho nhiều người khác.

Cuộc điều tra cho biết, ông Phạm thu được một số luợng lớn tiền mặt khi điều hành Cơ sở Săn sóc Y tế khẩn cấp Irvine Village, mà mỗi người đến khám bệnh phải trả từ 100 đến 150 Mỹ kim cho ông. Trong khoảng thời gian từ 2013 đến 2018, ông Phạm kư thác hơn 5 triệu Mỹ kim, phần lớn là tiền mặt vào trương mục ngân hàng mang tên ông và vợ, chưa tính số tiền check khoảng 1,7 triệu Mỹ kim của các hăng bảo hiểm. Ông Phạm xuất hiện tại phiên toà xử đầu tiên trưa thứ Ba 18 tháng 12 tại Santa Ana. Nếu bị coi là phạm tội buôn bán ma tuư bất hợp pháp, ông Phạm có thể bị kết án 40 năm tù giam tại nhà tù liên bang.

40 năm tù khá nặng nhưng mà Mỹ sắp giảm những năm tù cho những tội phạm...Thôi th́ Ông Phạm Dzũng ráng tẩu tiền sao cho gia đ́nh hưởng đi...ko th́ bị tịch thu hết đó...Nhiều tội liên quan đến nhiều cái chết th́ lương tâm ko có răng nên ko cắn rứt...5 triệu USD vào tài khoản của 2 vợ chồng và hơn 1.7 triệu tiền y tế cũng khá nhiều đó...Mỹ ko muốn bắt...mà bắt là đầy tội hết...Khu phố Bolsa th́ nhiều người sống hùng sống mạnh lắm...chủ tiệm vàng mà vẩn ăn tiền trợ cấp và nhiều bác sỹ, nha sỹ, dược sỹ cũng sống nhở người già Việt Nam hưởng Medical/medicare lắm...

Ông này kê toa thuốc bất hợp pháp có chất ma túy, giờ bị bắt chắc không thoát khỏi án tù.

Nhưng c̣n các tiệm bán thuốc, nhờ công lao ông này mà bán được thuốc hợp pháp, thu hoạch phẻ re...

Oxycodone may be habit-forming. Take oxycodone exactly as directed. Do not take more of it, take it more often, or take it in a different way than directed by your doctor. Opioids, sometimes called narcotics, are a type of drug. They include strong prescription pain relievers, such as oxycodone, hydrocodone, fentanyl, and tramadol. The illegal drug heroin is also an opioid. Some opioids are made from the opium plant, and others are synthetic (man-made).

A doctor may give you a prescription opioid to reduce pain after you have had a major injury or surgery. You may get them if you have severe pain from health conditions like cancer. Some doctors prescribe them for chronic pain.

Opioids can cause side effects such as drowsiness, mental fog, nausea, and constipation. They may also cause slowed breathing, which can lead to overdose deaths. If someone has signs of an overdose, call 911:
