Bộ GTVT vừa có văn bản chỉ đạo về kiến nghị được triển khai phát triển loại hình xe buýt cỡ nhỏ (mini bus) của TP.HCM.Sau kiến nghị của TP.HCM cho sử dụng xe buýt mini nhằm phù hợp các đường nhỏ trên địa bàn, tăng tiếp cận người dân, Bộ GTVT đề nghị TP.HCM rà soát tính khả thi khi xe buýt từ 12 - 17 chỗ hoạt động trên địa bàn, từ đó báo cáo Thủ tướng xem xét cho thí điểm.Trong yêu cầu rà soát tính khả thi, Bộ đề nghị TP.HCM cần đánh giá hiệu quả của những tuyến buýt hiện có, bao gồm cả xe dưới 17 chỗ đã triển khai. Thành phố cũng cần nêu cụ thể thời gian thí điểm, số lượng xe, chi tiết lộ trình các tuyến buýt mini dự kiến nhằm đảm bảo đúng tính chất chở khách từ đường hẹp ra đường rộng, thuận tiện kết nối buýt lớn, metro, buýt nhanh...
Trường hợp Thủ tướng cho thí điểm buýt nhỏ, UBND TP cần chỉ đạo các đơn vị liên quan đánh giá kết quả và báo cáo lại quá trình thực hiện... Lãnh đạo ngành GTVT cũng đề nghị thành phố thực hiện giải pháp phát triển mạng lưới tuyến hiện hữu, ứng dụng khoa học công nghệ, nâng cao chất lượng dịch vụ... tạo thuận lợi cho người dân sử dụng giao thông công cộng.
Hồi đầu tháng 2, UBND TP.HCM đã gửi văn bản tới Thủ tướng Chính phủ kiến nghị được sử dụng buýt 12 - 17 chỗ nhằm đa dạng loại hình giao thông và đáp ứng nhu cầu đi lại của người dân khi phần lớn đường ở thành phố nhỏ hẹp, xe buýt khó chạy vào.
Động thái này diễn ra sau khi đề xuất mở 6 tuyến buýt mini loại 17 ghế ngồi kết nối giữa Q.1 với các quận 2, 7 và 9 của TP.HCM bị Bộ GTVT bác với lý do không phù hợp với quy định của luật Giao thông đường bộ 2008, Nghị định số 10/2020 của Chính phủ quy định về kinh doanh và điều kiện kinh doanh vận tải bằng ô tô, cũng như Thông tư số 12/2020 của Bộ GTVT quy định về tổ chức, quản lý hoạt động vận tải bằng ô tô và dịch vụ hỗ trợ vận tải đường bộ.
Theo đánh giá của nhiều chuyên gia, TP.HCM cần sử dụng đa dạng các chủng loại buýt, trong đó bắt buộc phải có xe buýt mini sức chứa từ 16 - 30 chỗ. Đây là phương tiện quan trọng vì TP có nhiều hẻm, đường nhỏ, xe buýt lớn đi vào sẽ gây tắc đường và lưu lượng khách không đủ để chạy nhiều tuyến. Xe buýt mini có chức năng trung chuyển, gom khách kết nối đến xe buýt chính, gắn chặt với hoạt động đưa rước học sinh và sau này là đầu mối chuyển khách tới các tuyến metro.
