Cuối tuần qua, một số người Việt tại California đã hào hứng ghi tên bỏ phiếu bất tín nhiệm thống đốc của mình.


Không phải tất cả nhưng những kẻ to tiếng này đứng ra tuyên bố hay vận động bỏ phiếu, làm như vẻ họ đang đại diện cả cộng đồng để thực thi cái quyền cử tri của mình, hãnh diện nhập vào "dòng chính" từ những lũy tre Việt.

Nhưng liệu việc bãi nhiệm này sẽ đến đâu và cộng đồng Việt tại California sẽ như thế nào khi tham gia việc này?

Hiện nay nước Mỹ có khoảng 20 tiểu bang có luật bỏ phiếu bất tín nhiệm người đứng đầu tiểu bang, tức thống đốc của mình (gubernatorial recall). Việc "recall" diễn ra khi một nhóm cử tri không hài lòng với việc điều hành cùng các chính sách của thống đốc. Chúng cần hội đủ một túc số cử tri và diễn ra trong một khoảng thời gian cố định theo luật tiểu bang nhằm có thể tiến hành việc bãi nhiệm thống đốc.

Với California, việc "recall" cũng chẳng có gì quá đỗi khác thường trong đời sống người dân tại đây. Theo hồ sơ từ văn phòng tiểu bang California, đã có 165 cuộc "recall" các cấp dân cử trong hơn 100 năm qua. Từ năm 1913 đến nay đã có 54 cuộc "recall" thống đốc và riêng với thống đốc đương nhiệm Gavin Newsom, đây là lần recall thứ ba trong năm nay. Nhóm cử tri Cộng Hoà và người ủng hộ Donald Trump đưa ra lý do là ông đã không ứng phó hữu hiệu trong đại dịch Covid-19 hiện nay. Người Việt góp thêm lý do "kỳ thị nghề nails-tóc", có lẽ một phần vì gia đình ông chỉ làm móng, cắt tóc ở tiệm Mỹ bên cạnh việc bảo rằng dịch bịnh khởi đầu tại tiệm nails chăng?

Việc recall phản ánh một thái độ chính trị hơn là một cơ hội dẫn đến việc bãi nhiệm thật sự. Bởi muốn việc bãi nhiệm thống đốc Newsom thành công, nhóm vận động phải hội đủ 12 % tổng phiếu bầu trong cuộc bầu cử lần trước, tức gần 1.5 triệu chữ ký hợp lệ của cử tri California cho đến giữa tháng 11 tới. Đây là điều kiện cần cho một cuộc bầu cử đặc biệt thay thế thống đốc nhưng chưa đủ bãi nhiệm ông. Nếu cuộc bầu cử đặc biệt có xảy ra, cử tri chung sẽ một lần nữa trả lời câu hỏi có nên bãi nhiệm thống đốc hay không và nếu có thì mới chọn ứng viên thay thế.

Lịch sử California chỉ từng xảy ra việc thống đốc Gray Davis thuộc đảng Dân chủ bị bãi nhiệm vào năm 2003. Nhưng lúc bấy giờ Davis bị người dân chống đối, bất kể đảng phái khi chỉ có 24 % dân California ủng hộ ông do vấn đề thâm thủng ngân sách, trong khi theo thăm dò từ đại học UC Berkery thì Thống Đốc Newsom hiện nay được đến 70 % người dân Cali ủng hộ.

Cuộc recall lần đầu với thống đốc Newsom chỉ thu được hơn 281 ngàn chữ ký và cuộc recall thứ nhì bỏ cuộc nửa chừng vì nhắm cũng chẳng khá hơn lần đầu. Cũng theo số liệu hiện đang có tại văn phòng tiểu bang thì nhóm vận động bãi nhiệm thống đốc đã thu được 36,394 chữ ký cho đợt đầu tiên trong cuộc vận động bãi nhiệm lần ba này. Cơ hội bãi nhiệm được thống đốc Newsom xem ra khó hơn việc phe ta trốn thuế để xin nhận trợ cấp tại California gấp bội lần.

Hai lần trước đã thất bại trong năm nay và không mấy thấy cộng đồng Việt ồn ào thì cớ sao lần thứ ba này lại dựng lều, ủng hộ rầm rộ ra mặt, tham gia sự kiện chính trị tốn kém gần cả trăm triệu cho tiểu bang mà kết quả xem ra sẽ chẳng đến đâu? Đơn giản là với "khí thế cách mạng" từ việc ủng hộ Donald Trump đang ngút trời, một số người ở giữa lòng một tiểu bang màu xanh mà cứ ngỡ như trong một cuộc rally đầy kích động với những chiếc nón đỏ "MAGA".

Cuộc bãi nhiệm các dân cử gốc Việt tại Westminster vài tháng trước dù với lý do gì cũng đã cho thấy sự chia rẽ và chẳng mấy hay ho gì trong chính cộng đồng Việt. Nhưng đó là chuyện nội bộ của cộng đồng, dù cũng đã gây tốn kém khá nhiều tiền bạc cho thành phố.

Nay với việc hô hào, vận động bãi nhiệm thống đốc Newsom ồn ào, dù không đại diện cho tất cả người gốc Việt tại tiểu bang này vì còn vô số người gốc Việt ủng hộ ông, một số kẻ trong cộng đồng Việt một lần nữa công khai ra mặt một cách thiếu khôn ngoan trên vấn đề chính trường Hoa Kỳ cho đến các hoạt động tại địa phương mình cư ngụ.

Sự công khai lớn tiếng của những kẻ này dễ tạo ra một hình ảnh tưởng như cho chung cả cộng đồng người Việt, gây liên lụy đến những người bình thường khác. Từ vấn đề kỳ thị các sắc dân khác, chống lại phong trào Black Lives Matter cho đến việc tấn công các dân biểu gốc Việt thuộc đảng Dân Chủ hay đảng Dân Chủ nói chung hay bãi nhiệm thống đốc hiện nay, họ đã quên rằng các cấp chính quyền địa phương nơi mình cư ngụ có vô số cấp dân cử da màu hay thuộc đảng Dân Chủ, nếu không nói là áp đảo tại các đô thị lớn mà người Việt đang cư ngụ, kể cả ngay tại các tiểu bang Cộng Hòa.

Các cộng đồng bạn cùng giới chức dân cử, từ tòa án, chính quyền cho hệ thống an sinh xã hội, y tế... đã không biết và sẽ làm ngơ với thái độ này? Khó kỳ vọng rằng họ sẽ có thiện cảm hay sự "công bằng" đúng mực với những người tấn công họ, xét theo tâm lý thường tình. Cũng không loại trừ khả năng họ đang đợi dịp để "đáp lễ".

Donald Trump chỉ mang tính giai đoạn, đừng quá mê Trump mà xuẩn động bằng mọi giá, tuyên chiến với bất cứ cộng đồng hay cấp chính quyền, đảng phái chính trị khác, gây hại cho cả cộng đồng về lâu dài.

Thái độ này chẳng khác hành động đặt bom trong lòng cộng đồng gốc Việt tại California hay tại nước Mỹ nói chung.
