Vietbf.com - Bộ Nông nghiệp Trung Quốc đă ra thông báo lệnh cấm đánh bắt cá ở Biển Đông từ 12h ngày 1/5 đến 12h ngày 16/8, khiến Việt Nam lên tiếng bác bỏ quyết định cấm đánh bắt cá đơn phương của Trung Quốc v́ nó vi phạm luật pháp quốc tế và các thoả thuận.

Website của Bộ Nông nghiệp Trung Quốc ngày 8/2 đơn phương thông báo lệnh cấm đánh bắt cá ở Biển Đông từ 12h ngày 1/5 đến 12h ngày 16/8. Phạm vi cấm trải từ 12 độ vĩ bắc đến khu vực biển giao giữa tỉnh Phúc Kiến và tỉnh Quảng Đông, bao gồm cả khu vực Vịnh Bắc Bộ và băi cạn Scarborough. Lệnh cấm này cũng được áp dụng ở vùng biển Bột Hải, Hoàng Hải và Hoa Đông.

"Quy chế này xâm phạm chủ quyền của Việt Nam đối với quần đảo Hoàng Sa, vi phạm các quyền và lợi ích pháp lư của Việt Nam trên các vùng biển của ḿnh, vi phạm luật pháp quốc tế, trong đó có Công ước Luật biển năm 1982 của Liên Hợp Quốc (UNCLOS)", bà Lê Thị Thu Hằng, người phát ngôn Bộ Ngoại giao Việt Nam nói trong họp báo thường kỳ chiều nay. Bà cũng cho biết Việt Nam phản đối và kiên quyết bác bỏ quyết định đơn phương này của phía Trung Quốc.

Theo bà Hằng, quy định của Trung Quốc đă đi ngược lại tinh thần của Tuyên bố của các bên ở Biển Đông (DOC), trái với thoả thuận về nguyên tắc cơ bản chỉ đạo giải quyết vấn đề trên biển Việt Nam - Trung Quốc, không phù hợp với thoả thuận quan trọng lănh đạo cấp cao hai nước đă đạt được về kiểm soát tốt bất đồng trên biển. Quy chế của Trung Quốc cũng không có lợi cho việc duy tŕ môi trường hoà b́nh, ổn định, hợp tác ở Biển Đông và xu thế phát triển tốt đẹp của quan hệ Việt Nam và Trung Quốc, cũng như nỗ lực của các nước trong việc đàm phán Bộ Quy tắc ứng xử (COC) hiện nay.

Từ năm 1999, Trung Quốc hàng năm tự ban hành lệnh cấm đánh bắt cá trên Biển Đông, nơi Trung Quốc tuyên bố chủ quyền gần như toàn bộ, bất chấp sự phản đối của Việt Nam và các nước trong khu vực.

Người phát ngôn Bộ Ngoại giao Việt Nam hôm nay một lần nữa khẳng định Việt Nam có đầy đủ căn cứ pháp lư và bằng chứng lịch sử khẳng định chủ quyền của ḿnh đối với quần đảo Hoàng Sa và Trường Sa, cũng như các quyền hợp pháp đối với các vùng biển của Việt Nam đă được xác định phù hợp với UNCLOS.

Mấy chiếc tàu, lớp mua, lớp xin về, chắc để cuối tuần cho quan đi câu cá chăng?
