Một đoạn clip ghi lại những h́nh ảnh hết sức đáng bị lên án của 1 trung tá công an với người dân. Theo đó nạn nhân đến làm chứng đă bị trung tá công an đánh đập tàn nhẫn. Ngay sau đó vị trung tá công an này đă bị đ́nh chỉ công việc.

Ngày 30-1, Đại tá Lương Tấn Dĩnh, Trưởng pḥng Tham mưu Công an tỉnh Phú Yên , cho hay lănh đạo Công an tỉnh đă chỉ đạo Công an TP Tuy Ḥa xử lư nghiêm vụ phó Công an phường Phú Thạnh dùng chân đạp vào người làm chứng ngay tại trụ sở công an phường.

Cùng ngày, Đại tá Nguyễn Văn Dũng, Trưởng Công an TP Tuy Ḥa, cho biết cơ quan này đă quyết định tạm đ́nh chỉ công tác đối với Trung tá Huỳnh Minh Lễ, Phó Công an phường Phú Thạnh; đồng thời yêu cầu ông này tường tŕnh để xử lư kỷ luật theo quy định do vi phạm trong công tác.

Đại tá Dũng xác nhận ông Lễ đă dùng chân đạp anh Lê Hữu Quốc (ngụ khu phố 3, phường Phú Thạnh). “Theo báo cáo ban đầu, khi đến trụ sở công an để làm việc, anh Quốc đă uống bia rượu, nói lớn tiếng.

Khi ông Lễ nhắc nhở th́ anh Quốc nằm vạ ra nền nhà. Ông Lễ đă có hành vi không đúng khi lấy chân tác động vào người anh Quốc”- Đại tá Dũng thông tin.

Trong khi đó, theo anh Lê Hữu Quốc, chiều 29-1 xảy ra một vụ đánh nhau giữa hai thanh niên ở nhà gần nhà. Anh Quốc cùng một thanh niên địa phương khác nhảy vào can ngăn.

Khi đến giải quyết sự việc, Công an phường Phú Thạnh đưa hai thanh niên đánh nhau trên cùng hai người can ngăn đến trụ sở công an phường để làm việc.

Tại đây, Công an phường Phú Thạnh đưa hai người can ngăn vụ đánh nhau vào hai pḥng khác nhau để lấy lời khai riêng. “Một lát sau, tôi thấy đứa em đi cùng để làm chứng từ trong pḥng đi ra nhưng không mặc áo. Ngay sau đó, em ấy quay lại pḥng.

Tôi thấy lạ chạy theo hỏi th́ em ấy trả lời là công an yêu cầu cởi áo để chụp h́nh vết thương trên người do bị thương lúc can ngăn đánh nhau. Khi tôi vừa quay ra th́ gặp ông Huỳnh Minh Lễ bước vào.

Ông Lễ hỏi tôi đi đâu rồi ông ấy bất ngờ lao vào bóp cổ, xô té tôi. Tiếp đó, ông Lễ hung hăn xông vào dùng chân đạp liên tiếp lên người tôi”- anh Quốc thuật lại.

Cũng theo anh Quốc, sau khi anh được người thân đưa về nhà, gần 10 công an cùng một số người mặc thường phục đến nhà anh nói là mời anh đến trụ sở Công an TP Tuy Ḥa làm việc.

Trong số đó, có một số người mặc áo giáp chống đạn, có người mang súng, mang dùi cui khiến người thân anh Quốc rất lo sợ, bất b́nh. Anh Quốc không đồng ư đến trụ sở công an, phản đối kiểu “mời” như trấn áp.

“Tôi không vi phạm ǵ mà chỉ là người can ngăn đánh nhau giữa một số thanh niên. Tôi là nhân chứng nhưng công an đưa lực lượng cùng vũ khí đến nhà tôi như bắt tội phạm, làm ảnh hưởng danh dự của tôi.

Hơn nữa, trước đó tôi đă bị phó Công an phường vô cớ đánh đạp khi công an đưa tôi đến trụ sở công an phường”- anh Quốc nói.

Trưởng Công an TP Tuy Ḥa cho biết bước đầu cơ quan công an xác định anh Quốc và một người khác là nhân chứng trong vụ đánh nhau. Đại tá Nguyễn Văn Dũng cho rằng việc Công an phường Phú Thạnh mời bốn người đến trụ sở làm việc là đúng quy định.

H́nh ảnh Phó Công an phường Phú Thạnh Huỳnh Minh Lễ dùng chân đạp vào người anh Lê Hữu Quốc đang nằm trên nền trụ sở công an cùng việc nhiều công an đến nhà anh Quốc đă được một số người dân quay lại.

Từ chiều tối 29-1, rất nhiều tài khoản trên mạng xă hội Facebook chia sẻ hai đoạn clip liên quan đến vụ việc trên.


Đoạn clip đầu dài khoảng 30 giây có h́nh ảnh một người mặc trang phục cảnh sát, tóc bạc hung hăn dùng chân phải đạp liên tiếp vào người một thanh niên đang nằm ngửa trên nền nhà trụ sở công an.

Đến khi có một cảnh sát trẻ vào can ngăn, viên cảnh sát lớn tuổi mới dừng lại. Tuy nhiên, ông này vẫn tỏ thái độ hung dữ, chưa muốn dừng lại.

Clip tiếp theo dài hơn 40 phút có h́nh ảnh nhiều cán bộ, chiến sĩ công an, một số người mặc thường phục xưng là công an đến nhà anh Lê Hữu Quốc mời đến trụ sở Công an TP Tuy Ḥa làm việc.

Tuy nhiên, anh Quốc lớn tiếng phản đối v́ cho rằng ḿnh đă bị công an đánh trước đó khi đến làm việc tại công an phường.

Tối 29-1, vợ anh Quốc livestream trên Facebook cá nhân bày tỏ lo sợ, nhờ mọi người can thiệp v́ cho rằng có nhiều người lạ đứng trước nhà ḿnh suốt đêm.
