Default Quà Giáng Sinh cho Tổng Thống Trump

Tuần lễ trước Lễ Giáng Sinh, bà Nancy Pelosi, chủ tịch Hạ Viện, đă tặng Tổng Thống Donald Trump hai món quà. Ngày Thứ Tư, 18 Tháng Mười Hai, Hạ Viện biểu quyết Luận tội ông Trump dù biết trước thế nào sẽ không có đủ 67 nghị sĩ Thượng Viện kết tội và truất phế ông.

Ngày hôm sau, Hạ Viện thông qua bản thỏa hiệp thương mại tự do giữa Mỹ, Mexico và Canada, do chính phủ Trump đề nghị để thay thế thỏa ước NAFTA kư từ thời Tổng Thống Clinton. Trước đó, Hạ Viện Mỹ đă thông qua bản ngân sách mới, sau khi ông Trump đồng ư tăng các món chi theo ư của bà Pelosi.

Được chấp thuận với tỷ số 385-41, từ nay USMCA (United States-Mexico-Canada Agreement) sẽ thay thế NAFTA (North American Free Trade Agreement).

Năm 1993, Tổng Thống Clinton phe Dân Chủ nhưng NAFTA được các đại biểu Cộng Ḥa ủng hộ trong khi đa số Dân Chủ chống, chỉ đạt được tỷ số 234-200 ở Hạ Viện. Từ đó tới nay đảng Dân Chủ vẫn chỉ trích rằng v́ NAFTA mà bao nhiêu công nhân Mỹ mất việc, khi các công ty đưa nhà máy sang Mexico thuê thợ rẻ hơn. Thỏa ước UMSCA đáp ứng các lời than phiền đó, thí dụ, buộc các hăng xưởng xe hơi ở Mexico phải trả lương cao, so với vật giá th́ tương đương với lương công nhân bên Mỹ.

Nhưng mấy tuần trước đây, Tổng Thống Trump c̣n trách bà Pelosi là “Chẳng làm cái ǵ để thông qua thỏa ước mới.” Ông Robert Lighthizer, đại diện Thương Mại Mỹ, đă thương thuyết với bà Pelosi, ông đưa thêm những điều khoản mới, thí dụ lập ra cơ cấu thanh tra các nhà máy bên Mexico xem có thi hành đúng các điều kiện về lao động hay không. Cuối cùng, các công đoàn xe hơi ở Mỹ cũng ủng hộ, một thỏa ước mới sẽ mang chữ kư của Donald Trump.

Đó là một món quà Giáng Sinh rất quư! Dân Biểu Mike Kelly (Cộng Ḥa- Pennsylvania) nói, đúng là Santa Claus đă mang quà tới! Sang năm ông Trump có thể khoe với các cử tri, rằng ông làm đúng như lời hứa khi tranh cử năm 2016.

Bây giờ tới món quà Giáng Sinh lớn hơn: Luận tội.
Khi biểu quyết Luận tội Tổng Thống Trump, đảng Dân Chủ đă làm mất một miếng đ̣n có thể rất mạnh có thể dùng trong cuộc tranh cử sang năm: Công kích một hành động của ông tổng thống mà nhiều người Mỹ không chấp nhận.

B́nh thường, người dân Mỹ không thể chấp nhận một ông tổng thống tạo áp lực trên chính phủ một quốc gia nhận viện trợ để yêu cầu họ làm cái ǵ có hại cho đối thủ chính trị của ḿnh. Hành động đó không hợp đạo đức và có thể phi pháp.

Nếu không có vụ Luận tội, sang năm đảng Dân Chủ có thể khai thác đề tài này, nói đi nói lại cho người ta thấm. Nhưng bây giờ Hạ Viện chính thức truy tội, rồi phiên ṭa ở Thượng Viện chắc chắn sẽ “tha bổng,” ông Trump có thể ăn mừng hai chiến thắng. Thứ nhất, chức tổng thống không hề hấn ǵ cả. Thứ hai, hóa giải một đ̣n nguy hiểm, và hơn nữa, giành lấy thế thượng phong!

Nếu sang năm các ứng cử viên Dân Chủ c̣n nhắc đến vụ ông Trump hoăn cấp viện cho Ukraine để nhờ “giúp một tay” (do a favor) th́ rất nhiều dân Mỹ sẽ lắc đầu: Biết rồi! Khổ lắm! Nói măi! Trong chính trị cũng như trong cuộc đời, cái ǵ mà nói lải nhải măi cũng thành nhàm chán, hết hấp dẫn cho người ta muốn nghe nhắc lại!

Ngược lại, ông Trump sẽ tận dụng sự thất bại trong vụ Luận tội của đảng Dân Chủ. Hồi ông Robert Mueller mới công bố bản báo cáo sau hai năm điều tra, ông Trump đă hân hoan tuưt đi tuưt lại một câu “Vô Tội!” Bây giờ, sau khi được Thượng Viện bỏ phiếu “miễn chấp” ông sẽ vui mừng nhắc đi nhắc lại: “Vẫn Vô Tội!” Ông sẽ nhắc lại rằng cú điện thoại với Tổng Thống Ukraine Volodymyr Zelensky là “hoàn hảo!” đúng như ông đă nói, perfect!

Hơn nữa, ông Trump có thể nhân cơ hội bị truy tố rồi được tha bổng để chiếm một thế thượng phong. Trong hai năm qua đảng Dân Chủ vẫn chỉ trích Trump là người gây ra cảnh chia rẽ, phân cực trong nước Mỹ. Bây giờ, suốt quá tŕnh Luận tội ở hai viện, mọi người chứng kiến các dân biểu và nghị sĩ bỏ phiếu hoàn toàn theo đường phân chia đảng phái! Nước Mỹ đúng là đang chia rẽ! Nhưng ai gây ra quang cảnh này?

Sau khi được Thượng Viện coi là vô tội, ông Trump có thể lên diễn đàn kêu gọi cả nước hăy quên “cơn ác mộng Luận tội” và hô hào toàn dân đoàn kết hơn! Nói thế cũng đủ rồi. Nhưng với tính nóng nảy, ông Trump chắc không nhịn được và sẽ tung ra các trận băo “tuưt,” tố ngược: Chính đảng Dân Chủ đă gây ra cảnh chia rẽ này! Ông sẽ lập lại những lời tố cáo quen thuộc: Đảng Dân Chủ vẫn không chấp nhận vụ thất cử năm 2016! Họ muốn truất phế ông trước, để truất luôn cả quyền lựa chọn bằng lá phiếu của người dân năm 2020!

Chúng ta có thể đoán những người ủng hộ ông Trump sẽ say sưa khi Thượng Viện bỏ phiếu. Niềm tin của họ được củng cố, với khẩu hiệu Innocent, innocent, innocent!

Cùng thời gian đó, Thượng Viện sẽ bỏ phiếu thông qua thỏa hiệp USMCA, ngân sách liên bang được ban hành, hai phái đoàn Mỹ và Trung Quốc kư thỏa ước ngưng chiến mậu dịch đợt đầu, và Tổng Thống Trump sẽ dùng bản Thông Điệp Liên Bang năm 2020 để vẽ ra một tương lai tươi đẹp, nếu ông Trump được tái cử!

Đảng Dân Chủ đă bỏ phí cả năm 2019 dùng toàn lực vào vụ Luận tội, mà hậu quả sẽ chỉ giúp ông Trump trong cuộc tranh cử sang năm.

Bà Nancy Pelosi vốn là một “cáo già” nhạy bén về chính trị; chắc bà biết trước những hậu quả trên. Nhưng bà chịu áp lực của t́nh cảm “Chống Trump” sôi nổi trong HạVviện và trong đảng, không cưỡng lại được. Trong thời gian qua, chính ông Trump chủ động kích thích cho t́nh tự này lên cao không ngừng, như đổ dầu vào lửa!

Nhờ chiến thuật đó, ông Donald Trump đang thắng thế. Bà Pelosi phải ngậm đắng nuốt cay tặng cho ông mấy món quà Giáng Sinh quư giá! Ông có thể tiếp tục khai thác những thắng lợi này cho tới ngày dân Mỹ bỏ phiếu sang năm hay không, điều này không thể quả quyết được, v́ nền chính trị một nước dân chủ luôn có những bất ngờ. Hơn nữa, v́ bản chất ông Trump không phải là người chịu ngồi yên vui chiến thắng, không làm ǵ rắc rối nữa!

Nhất là, trong cơn thắng lợi say sưa này, không biết ông Trump sẽ làm ǵ.
Ông luôn luôn có những ư kiến bất ngờ. Ông sẽ mời ông Putin qua dự hội nghị G-7 dù bị các nước đồng minh phản đối? Ông sẽ chuyển thêm tiền trong ngân sách quốc pḥng qua xây bức tường biên giới Mexico?

Ông sẽ thừa nhận chủ quyền của Nga trên đảo Crimea?

Qua thăm Việt Nam để chọc giận Tập Cận B́nh?

Tái lập thuế quan trên hàng nhập cảng từ Trung Quốc v́ Trung Cộng không mua đủ số đậu nành như đă hứa, v́ các công ty Mỹ phàn nàn vẫn bị kỳ thị và Tập Cận B́nh gia tăng trợ giúp các doanh nghiệp nhà nước?

Hay là mời Kim Jong Un qua Washington để chụp h́nh lần nữa và đồng ư nới lỏng một chút ṿng đai cấm vận Bắc Hàn?

Rút bớt lực lượng Mỹ ở Nam Hàn và Nhật Bản v́ họ không góp đủ tiền cho quân phí? Rút khỏi Afghanitan? Oanh kích Iran?

Tổ chức duyệt binh vĩ đại ngày 4 Tháng Bảy?

Hay đề nghị mua cả đảo Greenland với Denmark?
