WASHINGTON, D.C. (AP) – Các công tố viên phía đảng Dân Chủ tại Hạ Viện hôm Thứ Tư, 22 Tháng Giêng, khởi sự phần tŕnh bày lập luận cáo buộc trong phiên luận tội Tổng Thống Donald Trump trước các thượng nghị sĩ Thượng Viện, kêu gọi phía Cộng Ḥa, đang ở thế đa số, hăy bỏ phiếu đưa ông Trump ra khỏi Ṭa Bạch Ốc, để “bảo vệ nền dân chủ của chúng ta.”

Dân Biểu Adam Schiff (Dân Chủ, California), chủ tịch Ủy Ban T́nh Báo Hạ Viện, cũng là công tố viên chính, đă có phần phát biểu kéo dài hơn hai giờ đồng hồ, đưa ra các lư luận chính về việc phải băi nhiệm Tổng Thống Donald Trump.

Ông Schiff nói Tổng Thống Trump đă có “âm mưu xấu xa” để lạm dụng quyền hạn tổng thống và sau đó làm đủ mọi cách để cản trở cuộc điều tra của Quốc Hội.

Ông Schiff kêu gọi các thượng nghị sĩ đừng coi thường cuộc luận tội, nhắc cho họ nhớ về ư định của các Tổ Phụ Lập Quốc (Founding Fathers).

Theo ông Schiff, các Tổ Phụ Lập Quốc “lo ngại rằng một tổng thống có thể phá hoại nền dân chủ của chúng ta qua việc lạm dụng quyền hạn lớn lao của chức vụ, cho quyền lợi cá nhân hay chính trị của ông ta. Do vậy họ bày ra phương cách để đối phó với t́nh trạng ghê gớm đó là tiến tŕnh luận tội.”

Khó khăn mà ông Schiff cũng như các công tố viên Hạ Viện khác phải vượt qua không chỉ là thuyết phục được các thượng nghị sĩ trong pḥng họp mà cũng là quần chúng Mỹ, hiện đang có sự chia rẽ rơ ràng.

Sau 12 giờ họp ngày hôm trước, kéo dài tới 2 giờ sáng, các thượng nghị sĩ hôm Thứ Tư tỏ ra bồn chồn, đứng ngồi không yên.

T́nh trạng này thấy rơ ràng trong phần tŕnh bày của Dân Biểu Jason Crow (Dân Chủ, Colorado), một cựu quân nhân, mới đắc cử vào Hạ Viện năm ngoái, và có nhiệm vụ nói về sự nguy hiểm của việc giữ lại viện trợ quân sự cho Ukraine trong lúc quốc gia này đang phải đối phó với sự đe dọa của Nga và thành phần dân quân ly khai được Nga hỗ trợ.

Có lúc trong khi ông Crow đang nói th́ có khoảng hơn 10 thượng nghị sĩ rời khỏi ghế của họ, đứng ngáp dài ở phía sau.

Luật của Thượng Viện trong cuộc luận tội là các thượng nghị sĩ phải ngồi tại chỗ, giữ yên lặng và không được dùng điện thoại hay các phương tiện điện tử nào khác.

Trưởng Khối Đa Số Cộng Ḥa tại Thượng Viện, Thượng Nghị Sĩ Mitch McConnell, nói rằng phiên họp sẽ tiếp tục đến 6 giờ 30 phút chiều giờ miền Đông Hoa Kỳ, để ăn tối, rồi sau đó lại họp tiếp.

Các công tố viên của Hạ Viện, nơi đảng Dân Chủ chiếm đa số, sẽ tiếp tục tŕnh bày lập luận kết tội Tổng Thống Donald Trump của họ cho tới ngày Thứ Sáu. Các luật sư của Tổng Thống Donald Trump sau đó sẽ có ba ngày để đáp trả các lập luận cáo buộc này.
