Oversight Subcommittee Investigation Reveals How Trump Administration Deprived Country of Needed Ventilators and Squandered More Than $500 Million in Taxpayer Funding


Tóm lược:

Đây là tường tŕnh của Phó Ủy ban về Chính sách Tiêu dùng và Kinh tế của QH Hoa Kỳ, thuộc Ủy ban Giám sát và Cải cách của QH vào ngày 31.7.2020.

-Năm 2014, chính quyền Obama đặt mua 10.000 máy thở của CT Philips, hạn giao hàng là tháng 6.2019. Hạn này được rời lại sang tháng 11.2019.
-Chính quyền Trump gia hạn cho Philips thêm 3 lần nữa, hạn hàng giao vào tháng 6.2021.

-21.1.2020, khi dịch Covid 19, Philips cho chính quyền biết họ có thể giao hàng sớm hơn. Trong 6 tuần, chính quyền không buồn trả lời.

-11.3.2020, chính quyền Trump trả lời bằng cách gia hạn thêm cho Philips đến tháng 9.2022. Đồng thời, GĐ Navarro, đại diện chính quyền k‎ư hợp đồng mới đổi các máy Trilogy Evo Universal sang loại gọi là Trilogy EV300 với chức năng tương đương nhưng giá cao gấp gần 5 lần.

-Từ 12.2019 đến tháng 5.2020, Philips bán thêm được 5.339 máy thở này cho 92 khách khác ngoài chính quyền, có khách chỉ mua có 1 cái. Chính quyền Mỹ, mua 10.000 cái, là khách trả giá cao nhất, 1 cái 15.000 USD. Giá thấp nhất các khách khác trả là 9.327 USD.

-Kết luận của phó ủy ban QH là chính quyền đă hoang phí ít nhất là 500 triệu USD trong việc này, đồng thời để máy giao vào tháng 9.2022 tức là khi đă có thể hết dịch hay có thuốc tiêm ngừa và không c̣n cần máy thở nữa.

GĐ Navarro là GS UC Irvine, mới đây gây lộn với BS Fauci về chuyện chữa chạy dịch, viện cớ ông có bằng TS tốt nghiệp Harvard. TS Navarro từng viết nhiều sách loại phổ thông về kinh tế, ưa viện dẫn 1 chuyên gia kinh tế mang tên là Ron Vara. Chuyên gia Ron Vara này là Navarro đọc lái thôi nhưng ông ta c̣n lừa cả đồng tác giả sách với ông nữa. GS Glenn Hubbard bảo là nào có biết và không hề chấp nhận chuyện trích dẫn từ nguồn tưởng tượng ra...
