Nga cáo buộc Đức hạn chế quyền tự do báo chí sau khi tài khoản ngân hàng của một đài truyền hình nhà nước có văn phòng ở Berlin bị đóng (RT).

Một cuộc tranh cãi giữa Berlin và Moscow về việc một kênh truyền hình do nhà nước Nga hậu thuẫn tại Đức đã nóng lên vào thứ Sáu sau khi Bộ Ngoại giao Nga cáo buộc chính phủ Đức vi phạm quyền tự do báo chí.

Tranh chấp nảy sinh liên quan đến kênh RT - trước đây là Russia Today - chi nhánh của Đức đã công bố kế hoạch thành lập một đài truyền hình ở Đức vào cuối năm nay.

Người phát ngôn chính sách truyền thông của Đảng Dân chủ Tự do (FDP) tại Quốc hội Đức, Thomas Hacker, nói với DW hôm thứ Sáu rằng cơ hội được phép phát sóng hợp pháp của RT ở Đức là rất mong manh.

"Nếu RT Deutsch muốn có một vị trí thường xuyên trong số các đài truyền hình, thì chắc chắn đài này sẽ luôn cần giấy phép phát sóng của Đức. Nhưng đài có thể sẽ không có được giấy phép phát sóng, vì giấy phép phát sóng đòi hỏi sự độc lập từ nhà nước", ông nói.


'Một thời gian rất khó khăn cho mối quan hệ Đức-Nga' - Melissa Crane báo cáo,
RT, có trụ sở tại Moscow, đã cung cấp các dịch vụ bằng tiếng Anh, tiếng Tây Ban Nha, tiếng Ả Rập và tiếng Pháp. RT DE, tên gọi của chi nhánh nói tiếng Đức, đã ra mắt trang web của mình vào năm 2014.

Kẽ hở trong các quy định về phát sóng
Viện Truyền thông Berlin Brandenburg (MABB) nói với DW hôm thứ Sáu rằng RT DE đã nói rằng họ sẽ tuân thủ khuôn khổ phát sóng pháp lý của Đức.

MABB cũng xác nhận rằng giấy phép phát sóng ở Đức đòi hỏi sự độc lập khỏi sự kiểm soát của nhà nước, nhưng cũng đề xuất rằng các quy tắc như vậy nên được mở rộng để ngăn chặn các lỗ hổng.

Các mối đe dọa từ Nga 'vẫn còn cao'
Văn phòng Bảo vệ Hiến pháp Liên bang Đức (BfV) cũng bày tỏ quan ngại với "mối đe dọa do Nga cố gắng lan rộng ảnh hưởng ở Đức."

Cơ quan tình báo trong nước nói với DW rằng mối đe dọa vẫn "vẫn như trước đây, ở mức độ cao." BfV đã chỉ ra báo cáo của chính họ về ảnh hưởng của truyền thông Nga liên quan đến đại dịch coronavirus ở Đức.

Sakharova cũng cho biết họ sẽ buộc phải thực hiện "các biện pháp" chống lại các tổ chức truyền thông của Đức trừ khi Đức thực hiện các bước để cải thiện quan hệ với truyền thông nước ngoài.

Berlin phủ nhận rằng họ có bất kỳ liên quan nào đến việc đóng các tài khoản RT và bác bỏ những lời đe dọa từ Moscow.

Người phát ngôn Bộ Ngoại giao Đức Christofer Burger cho biết: “Đây không phải là lần đầu tiên chính phủ Nga cố gắng bắt chúng tôi phải chịu trách nhiệm về mối quan hệ kinh doanh theo luật tư nhân giữa RT và các ngân hàng của họ”.

Ông nói thêm: “Thay mặt Chính phủ Liên bang, một lần nữa tôi có thể tuyên bố khá rõ ràng rằng Chính phủ Liên bang Đức không có cách nào vận động ngân hàng Commerzbank chấm dứt quan hệ kinh doanh với RT."

Russia has accused Germany of restricting press freedoms after the bank accounts for a state-run broadcaster with an office in Berlin were closed.

A dispute between Berlin and Moscow over the establishment of a Russian state-backed TV channel in Germany heated up on Friday after the Russian Foreign Ministry accused the German government of violating press freedoms.

The dispute arose regarding the channel RT — formerly Russia Today — the German offshoot of which announced a plan in January to set up a television station in Germany by the end of the year.

The media policy spokesperson for the liberal Free Democratic Party (FDP) in the German parliament, Thomas Hacker, told DW on Friday that RT's chances of getting legal permission to broadcast in the country were slim.

"If RT Deutsch wants a regular place among the TV stations, then it will inevitably always need a German broadcasting license. But the station will probably not get one, because broadcasting licenses rightly require state independence," he said.

RT, based in Moscow, already offers services in English, Spanish, Arabic and French. RT DE, as the German-language offshoot is called, launched its website in 2014.

Open loopholes in broadcasting regulations
The Media Institute Berlin Brandenburg (MABB) told DW on Friday that RT DE had said it would abide by the German legal broadcasting framework.

The MABB also confirmed that broadcasting licenses in Germany require independence from state control, but also suggested that such rules should be extended to prohibit online loopholes.

"In principle, broadcasting licenses in Germany are governed by the principle of state neutrality. In the digital world, however, there are other ways of distributing cross-media content. Therefore, one must ask whether the legal framework that exists in Germany is still sufficient," the MABB director told DW.

Russian threats 'still high'
The German Federal Office for the Protection of the Constitution (BfV) also expressed its concern with the "threat posed by Russian attempts to spread influence in Germany."

The domestic intelligence agency told DW that the threat remained "still, just as before, at a high level." The BfV pointed to its own report regarding Russian media influence in connection with the coronavirus pandemic in Germany.

They cited the "very selective and subtle manipulation" of RT DE's reporting on anti-lockdown protests last year.

"Here, the selection of images with a focus on police operations could be suitable to paint the picture of a repressive surveillance state, which uses violence to prevent blameless and concerned citizens from exercising their fundamental rights," the BfV told DW.


Tensions spiked on Thursday when Maria Sakharova, spokeswoman for the Russian Foreign Ministry, accused the German government of forcing Commerzbank to close accounts belonging to RT DE until the end of May in an attempt to stifle "freedom of expression and freedom of the press."

Sakharova also said it would be forced to take "measures" against German media organizations unless Germany takes steps to improve its relations with foreign media.

Berlin denied that it had any involvement in the closure of the RT accounts and rejected the threats from Moscow.

"This is not the first time that the Russian government has tried to hold us responsible for a private-law business relationship between RT and its banks," German Foreign Ministry spokesman Christofer Burger said.

"On behalf of the Federal Government, I can once again state quite clearly that the Federal Government has in no way lobbied Commerzbank to end the business relationship," he added.
