Cựu Thứ trưởng Bộ Nông nghiệp & Phát triển Nông thôn, ông Lương Lê Phương, nói có nhiều việc cần phải làm hiện nay để bảo đảm an toàn cho ngư dân đánh bắt xa bờ.


Ông Lương Lê Phương là Thứ trưởng Bộ Nông nghiệp & Phát triển Nông thôn Việt Nam từ năm 2007 - 2011.

Trả lời phỏng vấn ngày 11/7, ông Phương cho biết hiện có ba vấn đề chính phải thực hiện:

"Thứ nhất phải hỗ trợ ngư dân khi đánh bắt trên biển. Phải thành lập lực lượng kiểm ngư mạnh, đủ tầm để bảo vệ ngư dân khi đánh bắt xa bờ," ông nói.

"Thứ hai là phải nâng cấp các tàu đánh cá xa bờ cho công suất lớn hơn để đảm bảo an toàn trong t́nh h́nh thời tiết xấu."

"Thứ ba là ngư dân phải được nhà nước hỗ trợ để tổ chức lại thành đội, thành tổ để tự cứu giúp lẫn nhau. Hiện này tỉnh Quảng Ngăi là tỉnh tiên phong trong việc tổ chức khá nhất."

"Trong trường hợp xảy ra sự cố trên biển như gặp băo tố hoặc bị tàu nước ngoài chèn ép th́ có thể hỗ trợ cho nhau trong khi chờ đợi lực lượng cứu giúp như tàu kiểm ngư hay bên cảnh sát biển."

Nhận xét về vụ tàu cá của ngư dân huyện đảo Lư Sơn, Quảng Ngăi bị tấn công ngày 7/7 vừa qua khi đang neo đậu ở gần khu vực đảo Phú Lâm, vốn là một đảo nằm sâu trong khu vực chiếm đóng của Trung Quốc tại quần đảo Hoàng Sa, ông Phương cho rằng "đây là câu chuyện rất nhạy cảm phức tạp. Tôi nghĩ là nên đưa vấn đề này ra quốc tế," ông nói.

"Riêng về chuyên môn, trước mắt chưa giải quyết được vấn đề dứt khoát theo luật quốc tế th́ cũng nên tuyên truyền giáo dục cho ngư dân biết vùng nào an toàn để đánh bắt. Đây không phải là nhượng bộ, mà là để đảm bảo an ninh cho ngư dân, trong khi phải đ̣i hỏi chủ quyền theo đúng bằng chứng lịch sử để lại."

Ngày 11/7, trang VnExpress dẫn lời ông Trần Cao Mưu, Tổng Thư kư Hội Nghề cá Việt Nam nói hiệp hội này đă gửi văn bản kiến nghị Văn pḥng Chính phủ, Bộ Ngoại giao, Bộ Nông nghiệp & Phát triển Nông thôn can thiệp với phía Trung Quốc để "bảo vệ quyền lợi của ngư dân".

Trang bị súng cho kiểm ngư?

Trong phiên họp Ủy ban Thường vụ Quốc hội ngày 10/7, đề xuất cho phép lực lượng kiểm ngư sử dụng vũ khí đă được đưa ra và thống nhất vào cuối phiên họp.

Tuy nhiên, ông Phương cho rằng điều này "không phải là giải pháp cho vấn đề hiện nay."

"Tôi thấy vấn đề này quốc tế hóa ra th́ mới tốt chứ đơn phương Việt Nam th́ không giải quyết một cách triệt để, trọn vẹn được,"ông nói.

"Cần có Bộ quy tắc ứng cử chung (COC) giữa Asean và Trung Quốc. Tôi nghĩ Asean hiện nay đă có một sự đồng t́nh, khác với hội nghị Campuchia hồi năm ngoái."

Hai tàu cá của ngư dân huyện đảo Lư Sơn bị tấn công khi đang neo đậu gần đảo Phú Lâm, thuộc quần đảo Hoàng Sa.

Cuối năm 2009, sau hàng loạt vụ tàu cá Việt Nam bị Trung Quốc tấn công và bị bắt giữ, Quốc hội Việt Nam cũng đă thông qua dự thảo Luật dân quân tự vệ với đề xuất ngư dân tự bảo vệ mình nhưng cho đến nay, vẫn không có dấu hiệu nào cho thấy điều này đă được thực hiện.

Đề xuất này lúc đó cũng đă gây quan ngại về nguy cơ bùng nổ xung đột quân sự và bất lợi h́nh ảnh của Việt Nam trước cộng đồng quốc tế.

Hồm 19/6 vừa qua, chủ tịch nước Việt Nam, ông Trương Tấn Sang đă kư 10 văn kiệp hợp tác trong chuyến thăm Trung Quốc.

Một trong số các văn kiện này là thỏa thuận giữa Bộ Nông nghiệp hai nước trong việc thiết lập đường dây nóng để giải quyết các vụ va chạm liên quan ngư dân trên biển.

Hiện không rõ sau vụ việc mới nhất xảy ra với ngư dân Lý Sơn, đường dây nóng này có được sử dụng hay không.

Nhận xét về thỏa thuận này, ông Phương cho rằng "đây không phải là cách giải quyết triệt để cho lắm."

"Việt Nam th́ cũng tin tưởng Trung Quốc ... Nó cũng là một cơ sở ban đầu để tiếp tục các hiệp định, kư kết khác để hai bên dựa vào đó có thể đưa ra những quyết định đứng đắn hơn."

Tuy nhiên, "nó cũng không phải là một là bùa hộ mệnh", ông nhấn mạnh.

Hôm 26/6 năm nay, Đại tướng Phùng Quang Thanh, Bộ trưởng Quốc pḥng Việt Nam phát biểu rằng Việt Nam sẽ dùng đàm phán, thương lượng để t́m “giải pháp thỏa đáng” cho tranh chấp Biển Đông.

Ông cũng nói Việt Nam và Trung Quốc đang đàm phán để thống nhất một vùng đánh cá chung cho ngư dân hai nước.

Trương Tân Sang và Nguyễn Tấn Dũng trốn ở đâu mà không dám ra trả lời với quốc dân về vấn nạn này đây? Nhất là Trương Tấn Sang vừa ôm đầu quá lạy lục bên Tàu về. khúm núm , luồn cúi, nịnh bợ như 1 tên gia nô đă làm cho Trung Quốc thêm khinh thường và đem đến những hành động đàn áp ngư dân VN như thế này đây. Vũ khí tối tân và quản đội tinh nhuệ mà lũ chúng mày và đám bồi bút thường ngày khoe khoang bây giờ đang trốn tránh ở đâu?

Ừ , Thứ ba là ngư dân phải được nhà nước hỗ trợ để tổ chức lại thành đội, thành tổ để tự cứu giúp lẫn nhau.......con mẹ nó phát biểu vậy mà cũng làm Thứ trưởng Bộ Nông nghiệp......tàu chiến đâu? máy bay tuân tra 24/24 đâu , đặc công đâu ,tàu ngầm đâu?....mà kêu dân tự cứu lẫn nhau .....nói chuyên như người trâu ḅ đéo ăn học.... không bít sao ma làm chức cao như vậy

Tôi thấy kẻ hỏi cũng ngu và nguời trả lời cũng ngốc ...nên nhớ đây là chủ quyền của VN,việc kẻ khác xâm phạm chủ quyền của VN và hành hung ngư dân là chuyện thứ 2,c̣n chuyện ưu tiên hàng đầu là phải có hành động cụ thể để bảo vệ chu quyền v́ khi chủ quyền không c̣n bị xâm phạm th́ làm sao ngư dân bị cướp bị hành hung ngây trên lảnh hải chủ quyền của VN được !.
